The project chain includes offshore gas exploitation items at Block B, gas pipeline to the mainland and thermal power plant cluster in Can Tho . In which, O Mon IV Thermal Power Plant is considered the key "link", deciding the efficiency of the whole chain. The project has been delayed many times, lasting nearly 20 years due to problems in investment procedures and coordination between stages.

Faced with the urgent need to ensure national energy security and develop clean electricity, the Prime Minister assigned Petrovietnam to be the investor of the O Mon IV project. With great determination, the Group promptly completed investment procedures and selected an EPC contractor through an open and transparent international bidding process.
The joint venture of Doosan Enerbility (Korea) and Power Construction Consulting Joint Stock Company 2 (PECC2) was selected as the general contractor for the EPC package. The plant uses new generation combined cycle gas turbine technology, with a designed capacity of 1,155 MW, and is expected to generate commercial electricity in December 2028. The project is in line with the clean energy orientation in the revised Power Plan VII, Power Plan VIII and contributes to the implementation of the commitment to reduce emissions at COP26.

Speaking at the signing ceremony, Deputy General Director of Petrovietnam Phan Tu Giang said that immediately after being assigned as the Investor of the O Mon IV Thermal Power Plant Project, Petrovietnam actively implemented the investment and construction of the Project and related works. In particular, after the process of organizing an open international bidding with many reputable, capable and experienced contractors participating in the EPC Package, Petrovietnam has now completed the selection of the EPC Package contractor of the O Mon IV Thermal Power Plant Project, ensuring publicity, transparency, competition and full compliance with the provisions of law.
When put into operation, O Mon IV Thermal Power Plant will increase the total power capacity managed by Petrovietnam to more than 9,300 MW, accounting for about 10% of the total capacity of the national power system. The project not only ensures a stable power source for the Mekong Delta region, but also creates a driving force to attract investment and develop the socio -economy for the Southwest region.
