Establishment of Steering Committee on science, technology development, innovation, digital transformation and Project 06

According to the Decision, Minister Nguyen Manh Hung holds the role of Head of the Steering Committee; Deputy Minister Pham Duc Long is the Standing Deputy Head of the Steering Committee; Deputy Ministers: Bui The Duy, Le Xuan Dinh, Hoang Minh and Bui Hoang Phuong are Deputy Heads of the Steering Committee. Leaders of relevant functional units under the Ministry are members of the Steering Committee.

The Steering Committee is responsible for researching and proposing to the Minister directions and solutions to effectively implement policies, strategies, mechanisms, and breakthrough policies on science, technology, innovation, digital transformation (ST&C, ST&C), implementing Project 06 and administrative reform under the authority of the Ministry of Science and Technology to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in national ST&C development; Providing opinions on strategies, programs, mechanisms, policies, projects related to the development of ST&C, ST&C, implementing Project 06 and administrative reform under the authority of the Ministry of Science and Technology.

Minister Nguyen Manh Hung is Head of the Steering Committee on Science and Technology Development, Innovation and Digital Transformation and Project 06 of the Ministry of Science and Technology.

In addition, the Steering Committee will assist the Minister in directing, monitoring, urging and inspecting the implementation of goals, tasks and solutions for science and technology development, innovation and digital transformation, implementation of Project 06, administrative reform of agencies and units under the Ministry; coordinate the implementation of tasks under the authority of the Ministry of Science and Technology in the Government 's Action Program to implement Resolution No. 57-NQ/TW; summarize and evaluate the situation and results of the implementation of key tasks and solutions on science and technology development, innovation and digital transformation, implementation of Project 06 and administrative reform under the authority of the Ministry of Science and Technology; Perform other tasks as required by the Minister.

The Deputy Heads of the Steering Committee, according to the tasks assigned by the Minister, direct the implementation of tasks in the Action Plan of the Ministry of Science and Technology to implement the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo and tasks in the field of administrative reform, implementing Project 06 of the Ministry of Science and Technology.

Deputy Minister Pham Duc Long, Deputy Head of the Steering Committee, assists the Minister and Head of the Steering Committee in managing the regular activities of the Steering Committee; directly directs the Steering Committee's Standing Body to perform the tasks of the Steering Committee.

The National Digital Transformation Agency acts as the Standing Body of the Steering Committee; submits to the Head of the Steering Committee the Operation Plan and Working Regulations of the Steering Committee and ensures the necessary conditions for the Steering Committee's operations.

Members of the Steering Committee work part-time and enjoy benefits according to current regulations. If necessary, the Steering Committee may mobilize domestic and foreign consultants to perform assigned tasks.

The Decision takes effect from the date of signing and replaces Decision No. 289/QD-BKHCN dated March 25, 2025 of the Ministry of Science and Technology establishing the Steering Committee on Science and Technology Development, Innovation and Digital Transformation and Project 06 of the Ministry of Science and Technology.
