Young talented craftsman passionate about creativity and innovation for the community

With many technological initiatives contributing to improving production and business efficiency and improving customer service quality, Le Xuan Khanh - a programmer at the Solution Department, Information Technology Center - VNPT Ninh Binh, is not only a typical local example but also a typical national youth, awarded the "Excellent Young Worker" Award by the Central Committee of the Ho Chi Minh Communist Youth Union in 2025.

Mr. Le Xuan Khanh has chaired and coordinated the implementation of 7 initiatives contributing to improving production and business efficiency and customer service.

This is a worthy reward for a young person who is passionate about creativity, constantly innovating for the community and digital development of his homeland.

From passion to practical solutions

Born in 1993 in Yen Mo district (Ninh Binh), Le Xuan Khanh has nurtured his love for information technology since he was in 11th grade. When his teachers guided him through basic programming knowledge, Khanh felt like a new world had opened up, where miracles could be created with logical thinking and unlimited creativity.

From that passion, Khanh proactively researched, learned and tried hard to pass the entrance exam to the Faculty of Information Technology, Hanoi National University. In 2015, he graduated with a bachelor's degree and continued to practice his skills at foreign technology companies in Hanoi. After two years of accumulating experience, in 2017, Khanh decided to return to his hometown and work at the Information Technology Center - VNPT Ninh Binh.

Right from the first days working at the Center, Khanh received attention and support from leaders and colleagues, which was also a great motivation for him to constantly strive to learn and develop software with practical value.

Seven initiatives from practice – solutions from people's needs

From 2023 to present, through the working process and direct exchanges with customers, Khanh has identified practical problems and presided over and coordinated the implementation of 7 technology application initiatives, contributing to improving production and business efficiency and service quality.

Outstanding initiatives have been effectively implemented in agencies and enterprises in the area, including: The system for managing petitions and recommendations of the Ninh Binh Provincial Internal Affairs Committee; Solution for deploying electronic invoices from cash registers for Trang An Eco- tourism Area; Software solution to support the issuance of electronic receipts for Ninh Binh Provincial Police; Solution to support data standardization and conversion of cadre, civil servant and public employee records to VNPT's Civil Servant and Public Employee Management System; Building and deploying software for managing social insurance agents in Ninh Binh province; Deploying solutions for managing electronic gasoline invoices in Ninh Binh province; System for issuing electronic receipts for Ninh Binh District and City Police in an optimal and effective manner.

Khanh shared: "For me, passion for research is the greatest motivation. Every problem that arises at work is an opportunity to find a new solution. That spirit has motivated me to constantly learn, innovate and strive to improve myself every day. Technology is a field that requires continuous innovation, especially in the era of the Vietnamese nation's rise, Digital Transformation will play a strategic pillar role. Therefore, I always remind myself to maintain my love for the profession, always learn, dare to challenge and constantly innovate."

Technological administrative reform – an initiative that comes from understanding

Mr. Le Xuan Khanh has chaired and coordinated the implementation of 7 initiatives contributing to improving production and business efficiency and customer service.

One of Le Xuan Khanh's initiatives that is highly appreciated by the units using it is the "Optimal and effective electronic receipt issuance system" which is being deployed in 8 police units in the province. The system helps units issue electronic receipts quickly and accurately, minimizing the process and reducing the time to handle administrative procedures. The system also scientifically decentralizes authority so that each unit can manage and clearly record receipts, avoiding confusion.

Another initiative is the Internal Affairs Department's Petition Management System, which has helped the unit avoid errors such as slow, late processing, and missing petitions; at the same time, it ensures long-term storage, supporting the work of synthesis, reporting, and directing operations.

These initiatives not only affirm Khanh's outstanding professional capacity and innovative thinking, but also demonstrate a high sense of responsibility, always putting the interests of customers and the development of the unit first.

Director of Information Technology Center - VNPT Ninh Binh Nguyen Van Thu assessed: "With a proactive and dedicated working spirit and acumen in grasping practical needs, Le Xuan Khanh has constantly strived, researched and innovated. Many of Khanh's initiatives have practically contributed to improving the unit's production and business efficiency and the digital transformation process in the locality".

Not only active in professional work, Khanh is also the Secretary of the Office Youth Union, a pioneer in youth movements, both exemplary and skillful in mobilizing union members to participate. He always believes: "Technology is only truly valuable when it is linked to practical needs. Success does not come from immediate great things, but starts from small solutions that are useful to the community."

With the spirit of daring to think, daring to do and a lasting love for the profession, Le Xuan Khanh has contributed to spreading the image of young, intelligent, responsible workers, ready to contribute to the digital development of his homeland.
