At the Conference, delegates heard a report on the process of building 03 important documents of the Ministry of Culture, Sports and Tourism in recent times.

Specifically, regarding the Law on Advertising, implementing Resolution No. 129, dated July 4, 2024, the Minister of Culture, Sports and Tourism, authorized by the Prime Minister, signed Submission No. 350/TTr-CP, submitting to the National Assembly the Draft Law amending and supplementing a number of articles of the Law on Advertising.
After the Government submitted the Draft Law to the National Assembly, the Ministry of Culture, Sports and Tourism closely coordinated with the National Assembly's Committee on Culture and Society to review, compare and complete the contents of the Draft Law.
On September 24, 2024, at the 37th Session, the National Assembly Standing Committee reviewed and gave official comments on the Draft Law. Immediately afterwards, the Ministry coordinated with relevant agencies to study and seriously absorb the comments of the National Assembly Standing Committee and the review report of the National Assembly's Committee on Culture and Society, and continued to complete the project dossier.
On November 20, 2024, the Draft Law was officially brought to the National Assembly for discussion at the 8th Session, on schedule. With careful preparation and practical content, the Draft received high consensus from the deputies of the 15th National Assembly.
Since the Draft Law was commented on, the Ministry of Culture, Sports and Tourism has proactively coordinated with the Committee for Culture and Education - the agency reviewing the Draft Law, to organize many seminars and discussions to collect in-depth opinions from ministries, branches, associations, businesses, domestic and foreign experts, as well as subjects directly affected by the Law.
After a thorough and serious preparation process, on June 16, 2025, at the 9th Session, the 15th National Assembly of the Socialist Republic of Vietnam officially passed the Law amending and supplementing a number of articles of the Law on Advertising. The Law will take effect from January 1, 2026.

Regarding the Law on Cultural Heritage, in the Agenda of the 8th Session of the 15th National Assembly, with 413/422 delegates present voting in favor (reaching a rate of 86.22%), the National Assembly of the Socialist Republic of Vietnam officially passed the Law on Cultural Heritage on the afternoon of November 23, 2024 - Vietnam Cultural Heritage Day.
The Law on Cultural Heritage consists of 09 chapters and 95 articles, an increase of 02 chapters and 22 articles compared to the current Law (07 chapters and 73 articles), closely following the major goals, viewpoints and policies approved by the National Assembly, institutionalizing the Party's guidelines and policies on building and developing Vietnamese culture and people to meet the requirements of sustainable national development; at the same time, resolving institutional bottlenecks, being consistent with the current legal system and compatible with international treaties to which the Socialist Republic of Vietnam is a member in the process of organizing the implementation of activities to manage, protect and promote the value of cultural heritage.
The Law on Cultural Heritage passed by the National Assembly will create a legal basis for the development of detailed regulations for the implementation of the Law and legal documents related to the field of management, protection and promotion of cultural heritage values to be complete and synchronous, meeting the urgent requirements arising from the actual cause of protecting and promoting the values of the country's cultural heritage. The Law on Cultural Heritage takes effect from July 1, 2025.
Conference Overview
Regarding the national target program on cultural development for the period 2025 - 2035, the National Assembly approved the investment policy at the 8th session of the 15th National Assembly in Resolution No. 162 dated November 27, 2025. Up to now, the implementation has completed the draft of the most basic documents of the Feasibility Study Report to be sent to the competent authority for approval.
Since the beginning of 2022, the Ministry of Culture, Sports and Tourism has proactively researched and developed a proposal for investment policy for the Program and has consulted agencies, research institutes, scientists, especially the Committee on Culture and Education as an agency of the National Assembly.
On August 14, 2023, the Ministry of Culture, Sports and Tourism issued Document No. 219/TTr-BVHTTDL on the appraisal of the Program's Investment Proposal Report attached to the Program's Investment Proposal Report No. 218/BC-BVHTTDL.
Implementing procedures in accordance with the provisions of the Law on Public Investment, on April 17, 2024, the Government issued Resolution No. 50/NQ-CP approving the Report on proposed investment policy and authorizing the Minister of Culture, Sports and Tourism to represent the Government to submit to the 15th National Assembly for consideration and approval of the program's investment policy.
Implementing Resolution No. 142/2024/QH15 dated July 9, 2024 on the 7th Session of the 15th National Assembly, the Ministry of Culture, Sports and Tourism has seriously received and explained the opinions of the National Assembly and completed the report on the proposed investment policy for the Program.
On September 13, 2024, the Government issued Resolution No. 140/NQ-CP approving the Report proposing the investment policy of the Program and authorizing the Minister of Culture, Sports and Tourism to represent the Government to submit to the 15th National Assembly for consideration and approval of the investment policy of the Program.
On November 27, 2024, at the 8th session, the National Assembly approved Resolution No. 162/2024/QH15 approving the program's investment policy.
Up to now, the Ministry of Culture, Sports and Tourism has closely followed the content of Resolution No. 162 to develop a feasibility study report to submit to the Prime Minister (on May 20, 2025) and is finalizing the Prime Minister's Decisions approving the set of criteria for implementing the Program.
In her concluding remarks at the Conference, Deputy Minister Trinh Thi Thuy acknowledged the achievements in the process of drafting the Law amending and supplementing a number of articles of the Law on Advertising, the Law on Cultural Heritage and the National Target Program on Cultural Development for the period 2025-2035.
"In two consecutive sessions of the National Assembly, the Ministry of Culture, Sports and Tourism has submitted a Report and the National Assembly has approved three important tasks according to the work plan of the Ministry of Culture, Sports and Tourism. These are all key tasks, important legal tools and the basis for implementing tasks on state management of the culture, sports and tourism sector as well as laying the foundation for innovating state management methods in all fields of the culture, sports and tourism sector" - said the Deputy Minister.
All three of these tasks have undergone a very elaborate and serious development process from the host agency, coordination between ministries, branches, and localities, and dedicated contributions from experts and managers.
To build the National Target Program on Cultural Development, there was close coordination between ministries and branches, especially between the Ministry of Culture, Sports and Tourism and the National Assembly's Committee on Culture and Education at that time, advising competent authorities to organize a national workshop that laid the foundation and had decisive factors. That was the workshop on "Institutions, policies and resources for cultural development". At this workshop, the leaders of the Party, State and agencies identified the key task of building the National Target Program on Cultural Development, and considered this a strategic task - the Deputy Minister said.
Regarding the Law on Heritage and the Law amending and supplementing a number of articles of the Law on Advertising, the promulgation of these two Laws is an important milestone in the process of perfecting the legal system on advertising and cultural heritage. This is the common result of close coordination, high sense of responsibility and dedication of all assigned agencies, from the drafting agency, appraisal agency, verification agency, to the ministries and branches coordinating to give comments. From there, a modern and effective legal corridor is built, meeting the requirements of state management and in line with the development and international integration trends.
"In the coming time, the Ministry of Culture, Sports and Tourism still has many tasks that require coordination to complete the legal framework for the management of the industry, such as the plan to develop and submit to the National Assembly for approval to amend and supplement a number of articles of the Law on Tourism, the Law on Physical Education and Sports, or complete the legal framework for the fields of Performing Arts, Fine Arts, Photography, and Exhibitions. Therefore, the Ministry of Culture, Sports and Tourism hopes to receive guidance as well as support and coordination in organizing implementation, especially the work of supervising the implementation according to the provisions of the law to promote the application of regulations into practical life" - the Deputy Minister expressed.
At the Conference, Deputy Minister Trinh Thi Thuy awarded Certificates of Merit to individuals who made many contributions to the coordination in developing the Law on Amendments and Supplements to a number of Articles of the Law on Advertising, the Law on Cultural Heritage and the National Target Program on Cultural Development for the 2025-2035 period./.
