Give opportunities to private enterprises

Looking back over nearly 40 years of innovation, Vietnam’s private economy has made great strides in development, making great contributions to the country’s economy. To date, Vietnam has nearly 1 million enterprises, contributing more than 50% of GDP, over 30% of the state budget and creating jobs for more than 80% of the workforce.

However, the operation of private enterprises in recent years has still encountered many difficulties and obstacles that need to be addressed to promote development. This is also the reason why more than 95% of Vietnamese enterprises are small, medium and micro-sized. At the same time, a large number of private enterprises have to leave the market every year due to ineffective operations.

According to private enterprises, the biggest obstacle in the production and business process is the mechanism, policy, and long time to process documents and procedures. Therefore, many projects that enterprises want to implement quickly to put into operation but cannot do so, have missed the opportunity. This not only affects enterprises but also localities with slow-to-implement projects are negatively affected in terms of economic growth.

For example, in Dong Nai , many projects have been delayed for 6-10 years and have not been completed. The reason is due to problems with planning, construction, compensation, site clearance and mostly related to mechanisms and policies. Therefore, the 2024 Land Law, the 2023 Housing Law, the 2023 Real Estate Business Law and most recently Resolution No. 68-NQ/TW on private economic development are expected by enterprises to clear all "bottlenecks" so that private enterprises can "accelerate" their development. Resolution 68 clearly states that state-owned enterprises and private enterprises are equal. Accordingly, private enterprises can participate in key national projects on technical infrastructure, high technology, digital transformation, etc.

However, private enterprises also hope that in the coming time, the Government and ministries and branches will issue more specific and detailed instructions on documents and procedures for each field so that private enterprises can participate in projects. In addition, enterprises also expect that the time to process documents and procedures will be simpler and shorter. This will help enterprises reduce many costs, be able to implement projects soon and speed up progress. The key projects of the country, region and province are mostly in the field of transportation such as: highways, high-speed railways, urban railways, beltways, airports, ports, etc., if implemented quickly, will open up new spaces, creating breakthroughs in economic development.

In addition, with an open mechanism and a complete and clear legal corridor, Vietnamese private enterprises will also boldly connect and invest in other key areas, apply high technology, and digital transformation to increase operational efficiency. At that time, Vietnam will mobilize large capital sources from private enterprises to invest in the whole society. Private enterprises that develop quickly and strongly will contribute greatly to GDP, state budget revenue and increase people's income.
