In recent years, Duy Xuyen has actively supported the implementation of value chain production linkage projects associated with the implementation of the OCOP program to create quality products and stabilize the consumption market. However, in reality, the implementation of this work still has many limitations.

Promote production linkage

In Duy Phu commune, the black apple snail production and processing linkage model of Huy Hoang business household has brought about quite high efficiency. Huy Hoang black apple snail facility provides snail seeds, input materials and purchases output products, helping households participating in the linkage model to stabilize production. In particular, the bamboo tube snail product of the facility has been recognized by Duy Xuyen District People's Committee as meeting 3-star OCOP standards in 2024.

Meanwhile, recently, the Cua Dai fish sauce production facility (Duy Nghia commune) and the Duy Trinh fish sauce production facility (Duy Hai commune) have also cooperated to provide fuel and fishing services to local fishing households. At the same time, they signed contracts to consume products to ensure raw materials for fish sauce processing and meet market demand.

Mr. Dang Huu Phuc - Vice Chairman of Duy Xuyen District People's Committee said that from 2018 to now, thanks to the efforts to implement many tasks, Duy Xuyen has had 28 products recognized as meeting OCOP standards. Of which, there are 6 4-star products and 22 3-star products.

Duy Xuyen district leaders acknowledged that production linkage helps standardize processes and effectively apply advances in science and technology. Thereby, improving product quality, design and packaging and ensuring food hygiene and safety. Many local OCOP products have been HACCP certified, meeting market requirements.

Mr. Nguyen Chi Cong - Head of Duy Xuyen Agriculture and Environment Department assessed that the linkage projects have formed value chains from raw material production, processing to product consumption.

This helps to minimize risks for farmers, ensure stable output, and optimize profits for all parties involved. The increasingly close cooperation between farmers, scientists, businesses and managers creates momentum for sustainable development...

Many limitations

In reality, although many positive results have been achieved, the implementation of value chain production linkage projects associated with the implementation of the OCOP Program in Duy Xuyen still has many limitations.

According to Mr. Nguyen Chi Cong, in general, the production scale of many local OCOP product entities is still small and seasonal, making it difficult to meet the large and regular demand of the market. In addition, the ability to manage and administer production and product marketing of many OCOP entities is still limited.

Some localities in Duy Xuyen have difficulty in ensuring a large and stable source of raw materials for industrial-scale production. In particular, there is not enough capacity to invest in infrastructure and technology to serve the production and processing of large-scale OCOP products.

Many opinions say that, to achieve higher criteria (4-5 star), OCOP products need to meet strict requirements on intellectual property, VietGAP/organic standards, etc. This is also a big challenge for many OCOP product owners in Duy Xuyen.

Meanwhile, the issue of market connection is still not really sustainable. The consumption of OCOP products still depends a lot on events and festivals, and there is no stable and widespread distribution channel.

Another issue of concern is that, although OCOP products can be associated with tourism , in recent years, building tours, routes and connecting OCOP product production with tourism activities in Duy Xuyen has faced many difficulties...
