Standing member of the Secretariat Tran Cam Tu signed Conclusion 163 of the Politburo and Secretariat on implementing a number of contents and tasks when reorganizing the apparatus and administrative units according to resolutions and conclusions of the Central Committee, Politburo and Secretariat.

Provincial and municipal Party Committees proactively consider

In which, the Politburo and the Secretariat agreed on the policy of reorganizing provincial-level administrative units while simultaneously implementing the consolidation and merger of commune-level administrative units for localities that have carefully prepared, fully met the necessary conditions, and completed the personnel plan at the provincial and commune levels.

Prepare facilities, equipment, and means to organize the apparatus to go into operation immediately, ensuring smooth and synchronous operation, and have organized trial operations and learned from the operations of Party, State, Fatherland Front , and commune-level organizations.

The Standing Committees of Provincial and Municipal Party Committees shall proactively consider and decide the time to put new provincial and communal-level organizations, agencies and units into operation, which can be implemented as early as July 1, when the 2013 Constitution (amended) takes effect and competent authorities have issued relevant decisions.

At the same time, be responsible for leading and directing the implementation in accordance with the direction of the Politburo and the Secretariat.

The Politburo and the Secretariat agreed on the policy of holding meetings with the Standing Committees of the Provincial and Municipal Party Committees to lead and direct the management of the total payroll in 2025 as assigned by the Central Organizing Committee, to streamline the payroll and restructure the team of cadres, civil servants and public employees in accordance with the Party's policies and regulations and the State's laws.

Proactively decide on the transfer of staffing quotas between the government and the local Party and mass organizations in the process of reorganizing the apparatus and administrative units at all levels, implementing the 2-level local government model in accordance with the policies and conclusions of the Party Central Committee, the Politburo, and the Secretariat (ensuring that the total staffing and structure of cadres, civil servants, and public employees assigned to localities by the Central Organizing Committee do not change).

Timely report to the Central Organizing Committee the above transferred staffing number for synthesis and monitoring.

Timely resolve policies and regimes for officials and civil servants who have left work

According to the conclusion, the Politburo and the Secretariat assigned the Government Party Committee to lead and direct the urgent issuance of decrees on decentralization, delegation of power, determination of authority and guidance on functions, tasks and organization of specialized agencies under the People's Committees at provincial and commune levels.

Along with that are other relevant documents in accordance with the policies and conclusions of the Politburo and the Secretariat, especially conclusion 160 (in the immediate future, keep the number of organizations and the number of deputies of agencies and organizations unchanged when implementing the merger).

In which, it is necessary to unify the organization of specialized agencies in communes that are not merged or consolidated, ensuring implementation in accordance with the project approved at the 11th Party Central Committee Conference (Resolution 60), in sync with regulations on the organization of advisory and assisting agencies at the commune, ward, and special zone levels according to the regulations implementing the Party Charter (Regulation 294) and in accordance with the functions, tasks, and authority of the new commune-level government.

The Government Party Committee performs the task of directing the Party Committee of the Ministry of Home Affairs to promptly guide and resolve the regimes and policies for cadres, civil servants, public employees, and workers who have left work.

Research a roadmap to extend the use of non-professional staff in line with the time of rearranging villages and residential groups (before May 31, 2026).

The Politburo and the Secretariat assigned the National Assembly Party Committee to lead and direct the adoption of the Constitution, relevant laws and resolutions.

Provide guidance on the organization and operation of the National Assembly delegation and People's Councils at all levels after the reorganization; promptly advise on adjusting and supplementing Conclusion 153 of the Politburo on the direction of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term accordingly.

Party committees, provincial and municipal party committees directly under the Central Committee are assigned the task of actively and urgently leading and directing the synchronous and comprehensive implementation of tasks under the direction of the Politburo and the Secretariat.

Focus on doing a good job in personnel, political and ideological work, promptly resolving policies and regimes for cadres, civil servants, public employees and workers who have retired.

Strictly review, compile and hand over assets and documents to ensure completeness, consistency and smoothness during the transfer process.

The conclusion of the Politburo and the Secretariat requires Party committees and organizations directly under the Central Committee to direct Party committees and branches subject to merger and consolidation to hold two congresses according to regulations.

During the time when the immediate superior Party Committee has not yet appointed personnel for the new Party Committee, the previous Party Committee (Party cell) is responsible for continuing to lead, direct, and manage the activities of the Party Committee and Party cell until the immediate superior Party Committee appoints the new Party Committee (Party cell).

Focus on directing the organization of grassroots party congresses in accordance with regulations and instructions of the Central Committee, ensuring the quality of the congresses, and completing them before June 30.

For places that are subject to mergers and consolidations and must reorganize their apparatus, it is necessary to urgently review and complete preparations and organize grassroots party congresses, ensuring they are completed before July 31.
