Reporting at the meeting, a representative of the Ministry of Finance said that as of May 23, 2025, the total capital allocated to this area was VND 59,457.3 billion, including VND 3,059.6 billion of increased local budget balance capital.
Regarding the disbursement of the capital plan in the first 5 months of 2025, as of May 31, 2025, the disbursement results of localities under Working Group No. 1 reached 26.7%, higher than the national average (the national average reached 24.1%). There are 6/9 localities with estimated disbursement rates reaching the national average or higher, including: Thua Thien Hue (41.2%); Binh Dinh (36%); Khanh Hoa (30%); Ninh Thuan (27%); Binh Thuan (24.6%); Da Nang (24%). Notably, compared to the first 4 months of the year, the disbursement results up to the end of May have accelerated positively.

According to the Ministry of Finance, the average disbursement rate of this area is higher than the national average, but still falls short of the requirements. The Ministry also pointed out the difficulties and long-term obstacles that affect the implementation progress such as: the arrangement of the local government apparatus according to new regulations causing disruption, affecting the management of public investment; some projects have to be temporarily suspended for review and adjustment of scale and objectives; the procedure for adjusting investment policies for ODA projects is still slow, due to having to seek opinions from many levels; difficulties in site clearance, determining land prices, and resettlement arrangements; shortage of construction materials such as fill soil, sand, and stone.
In addition, capital for projects under the National Target Program is also limited because local budgets must focus on urgent tasks such as health, education, and social security. In addition, the capacity of some investors and project management boards is limited; coordination between levels and sectors is not synchronous.
The Ministry of Finance recommends that provinces and cities need to unify the model of commune-level government organization after the administrative unit arrangement. Accordingly, it is necessary to clearly identify which projects are under the management of the province and which projects are under the responsibility of the commune level. Each commune and ward needs to establish its own project management board to organize site clearance and create a clean land fund. The arrangement of personnel must ensure inheritance and continuity, avoiding interruption of investment work.

Reporting to the Deputy Prime Minister, Chairman of the Provincial People's Committee Pham Anh Tuan said that regarding public investment, the province always disburses very quickly and promptly. Currently, Binh Dinh has allocated all central and local capital. Up to now, the province has disbursed an absolute amount of more than 3,200 billion VND. Investment projects are implemented synchronously from the province to 11 localities. To do this, Binh Dinh prepares documents very early and very carefully to avoid redoing. Projects in the period of 2026-2030, but from now until the end of the year, the province is determined to complete the procedural documents, especially focusing on key projects in the third and fourth quarters, and is expected to start construction in the fourth quarter.
An experience in disbursing public investment capital is that Binh Dinh is very determined and quick in implementing site clearance work. When problems arise, the entire political system works together to resolve them, so the implementation of projects is very favorable. Regarding the impact of the two-level government organization, the Chairman of the Provincial People's Committee said that the province has agreed on which projects to assign to the district management boards to resolve, which projects need to be transferred to the province, and which ones to assign to the new communes.
The Chairman of the Provincial People's Committee also proposed that the Government, ministries and branches speed up the progress of the Binh Dinh and Quang Nam Integrated Adaptation ODA Project, which has been delayed in recent years. This project will solve the remaining 38 km of coastal road, if it is successful, it will connect from the end of Phu Cat to Hoai Nhon. Currently, the project is focusing on the loan agreement signing phase. The ministries and branches have commented, the Ministry of Finance is synthesizing. Binh Dinh hopes that the Government will quickly approve and transfer it to the President for consideration to sign the loan agreement. The Chairman of the Provincial People's Committee also hopes that by the end of the year, construction of the 38 km road will begin to solve the traffic problem in coastal industrial zones.
In addition, the Chairman of the Provincial People's Committee said that currently when building roads, Binh Dinh is stuck with mineral planning (titanium), while in reality, enterprises have stopped exploiting, if with the current way of doing things of the Ministry of Agriculture and Environment, it will take many years to remove it from the planning, leading to slow progress of the project. Therefore, the Chairman of the Provincial People's Committee requested the Government to soon find a solution to remove it.

At the meeting, leaders of central ministries and branches discussed and answered proposals, recommendations and opinions of localities; requested localities to continue to resolutely direct and organize the implementation of tasks related to the management and use of unfinished public investment capital of programs and projects.
At the same time, actively direct the review and adjustment of capital plans from the old district level to the provincial level or down to the commune level; legal documents must be clearly handed over, investors and project management boards must closely coordinate with departments, branches and sectors at all levels to ensure continuity, limit the occurrence of breaks and interruptions in the implementation and disbursement of public investment capital for tasks and projects.

Speaking at the working session, Deputy Prime Minister Nguyen Hoa Binh said that the disbursement rate of 9 localities under Working Group No. 1 is higher than the national average, which is noteworthy, but overall, there is still a lack of uniformity among localities, with 3/9 localities having disbursement rates below the national average. The Deputy Prime Minister also said that although the disbursement rate is higher than the national average, this does not satisfy us because in the first 6 months of the year, only an average of nearly 30% has been disbursed, with more than 70% remaining for the final months of the year. This is a pressure, requiring continued great efforts from localities in the final months of the year.
In that spirit, Deputy Prime Minister Nguyen Hoa Binh suggested that localities that have not yet allocated all public investment capital must calculate and urgently allocate the remaining unallocated portion according to the plan. At the same time, it is necessary to continue to vigorously implement site clearance for projects - this is the "bottleneck" of public investment at present. Removing this bottleneck requires the participation of the entire political system, especially in compensation, resettlement, etc. In addition to promoting disbursement for ongoing projects, it is also necessary to pay special attention and focus on promoting planned projects, especially key national and provincial projects. In the context that the district-level government is about to end its operations, for projects invested by the district level, there must be a handling direction and transitional solution for the projects, ensuring disbursement requirements for the projects, avoiding loss and waste.
Deputy Prime Minister Nguyen Hoa Binh said that the Politburo has directed that starting from July 1, the two-level local government will immediately operate, so all activities will be guaranteed to be continuous... Therefore, localities need to clearly understand the continuity of the government system's operations, avoiding the mindset of "listening" and "waiting" for the new government. The requirement is that all government activities must be seamless, continuous, and uninterrupted...
In particular, Deputy Prime Minister Nguyen Hoa Binh noted that localities should coordinate and continue to effectively implement the work of restructuring, merging and streamlining the apparatus. Emphasizing that departments and branches have a great influence on economic development, growth and enterprises, the provinces must pay special attention to the selection of leaders and officials in these departments and branches; must choose people who are truly worthy to undertake and take on the tasks. Communes with key projects of the province and the Central Government such as railways and highways must also consider and carefully select officials, who must be truly dynamic, creative, have a breakthrough spirit, dare to think, dare to do, dare to take responsibility...
In promoting disbursement and growth, it is also necessary to pay special attention to selecting and screening investment projects and investors; it is necessary to truly select capable and reputable investors in implementing projects and works.../.
