Go to people's homes to support them

In order to promptly support people, especially policy beneficiaries, the elderly, and war invalids and sick soldiers in difficult circumstances in implementing administrative procedures, in recent days, officers of the Trung Khanh Vinh Commune Public Administration Service Center have directly visited each household to guide and implement administrative procedures such as: Household registration, social insurance, birth registration, permanent residence registration, health insurance card issuance, etc.

After the merger, Trung Khanh Vinh commune has an area of over 338km2 , including 6 villages with 1,918 households/7,692 people, of which ethnic minorities account for over 85% of the population. Due to the large area, some places are more than 25km away from the Commune Public Administration Service Center, to facilitate policy beneficiaries when performing administrative procedures, the center publicizes the hotline phone numbers of the director, deputy director, and person in charge of the center as well as the full names and phone numbers of civil servants in charge of receiving documents, and arranges fixed points. At the same time, coordinate with village chiefs to compile a list and send staff to their homes to support disadvantaged people in performing administrative procedures.

Ms. Nie H'Dua, 74 years old in Hon Lay village shared: "Because of my old age, the distance from my house to the commune is more than 5km, so it is difficult to travel. I am very happy that the commune officials came to my house to help me with the procedures to receive monthly allowances. This action shows the care and concern of the local government for the people and the elderly like me." Not far away, Ms. H'Di, 71 years old, was also supported by the staff of the Commune Public Administration Service Center to complete the procedures to receive monthly allowances. She happily said: "Every time I do administrative procedures or receive allowances, I have to ask my children and grandchildren to take me. For the past few months, the children have been working until evening, no one has taken them; now that the staff has come to support me, I am very happy."

Ms. Le Thi Thu Hong - Head of Hon Lay village, Trung Khanh Vinh commune said: “The village cadres always closely follow and grasp the thoughts and aspirations of the people. Recently, we have reviewed the vulnerable groups, the elderly, and those with difficulty moving in the village to propose to the commune leaders to send cadres from the Commune Public Administration Service Center to perform administrative procedures. For those who are illiterate, after completing the procedures, we will read them to them, and only after they agree will we submit the application. By doing this, 12 households of lonely elderly people, war invalids, etc. have been supported to perform administrative procedures at home.”

Phuoc Ha commune is a mountainous area with a total area of nearly 230km2 and a population of 8,900 people, of which ethnic minorities account for 45%; the farthest place from the commune center is also several dozen kilometers. Therefore, the Commune Public Administration Service Center has been divided into 2 facilities: The main facility is located at the headquarters of the old Nhi Ha Commune People's Committee; the second facility is located at the headquarters of the old Phuoc Ha Commune People's Committee to facilitate people in performing administrative procedures. The center currently has 6 staff, divided into departments such as: Administrative management; guidance, reception and return of results; control of administrative procedures. The Commune Party Committee has directed the Commune People's Committee to assign more civil servants from specialized departments to support the center; establish a Community Digital Technology Team with forces including: Commune Police, union members, and youth to guide people in looking up information on online public services at the 2 facilities.

Mr. O Rai Xuat (Phuoc Ha commune) shared: “I went to the center to make a birth certificate for my child, the staff guided me very enthusiastically, the instructions were quite clear, so it only took 30 minutes to complete. Some ethnic minority people who are illiterate were guided by ethnic minority officials and union members to submit their application, so the people were very excited.”

Ms. Dinh Nguyen Thi Dung - Deputy Director in charge of Phuoc Ha Commune Public Administration Service Center shared: "From July 1, the public administration service centers will operate regardless of administrative boundaries, allowing people and organizations to go to any center in the province to carry out administrative procedures, including procedures under the authority of the Provincial People's Committee or vertical agencies, helping people to travel conveniently and save time and costs. However, in reality, people in remote areas and ethnic minorities have initially encountered many difficulties in accessing public administrative procedures. Therefore, the leaders of Phuoc Ha commune have proposed a number of measures such as: Strengthening propaganda work; assigning youth union, police, women's union... to support people in carrying out administrative procedures. The commune also assigned competent officials with communication skills to support people; assigned officials who know ethnic languages to support ethnic minorities at the Commune Public Administration Service Center or to go to people's homes to support them when they cannot access public administrative services. can travel by themselves. With the above measures, it helps reduce the number of people traveling many times, saving costs and time, creating consensus and trust of the people towards the government.

Similarly, at the Trung Khanh Vinh Commune Public Administration Service Center, after 1 month of operation, the center received more than 184 administrative procedure files, of which 115 files were processed before and on time; the remaining files are still under processing. Mr. Luu Van Hau - Deputy Director of the Commune Public Administration Service Center said: “The center has 7 cadres and civil servants. In addition to receiving documents at fixed locations, the center also receives information from the community, the commune youth union and village mass organizations about vulnerable cases such as: Elderly people with difficulty moving, people with disabilities, women with small children... who need to carry out basic administrative procedures. The Commune Public Administration Service Center will send cadres and civil servants to coordinate with the youth union, village chief and commune police to go to the house to support receiving documents, and when there are results, they will return them to the house through the youth union or public postal service if appropriate. This is a work of profound humanistic significance, contributing to spreading the image of civil servants who are close to the people, close to the people and serving the people”.

With the spirit of serving the people, in addition to the Public Administration Service Center located at the commune People's Committee headquarters, Trung Khanh Vinh commune also established a support team to handle public administrative procedures with members including civil servants of the center, police, and union members. “We have thoroughly grasped and directed civil servants to use the satisfaction of organizations and individuals as a measure of work quality and efficiency. At the same time, regularly monitor and evaluate the quality of administrative procedure handling based on the following factors: Handling people early and on time; implementing instructions and supplementing documents in accordance with regulations on "one-stop shop", "one-stop shop"; surveying the level of satisfaction of people with the results of handling administrative procedures. Through the survey, most people are excited and confident. This will be the motivation for local officials and civil servants to continue to make efforts and strive to serve the people better" - Chairman of Trung Khanh Vinh Commune People's Committee Nguyen Thi Ngoc Thanh said.

In the context of implementing the operation of a two-level local apparatus, the way of doing things in Phuoc Ha as well as Trung Khanh Vinh and many other localities... are new models originating from the spirit of innovation and creativity, the shift in thinking from "management" to "service"... Thanks to that, it has helped to solve a large amount of work in a short time; mobilized the entire political system and the people to join hands, successfully carry out assigned tasks, and ensure the smooth and effective operation of the local apparatus.
