Up to this point, the city has completed more than two-thirds of the work volume and is determined to speed up the completion of site handover before the end of district-level activities on June 30.
Effectiveness of propaganda and mobilization work
Member of the Provincial Party Standing Committee, Secretary of the Bien Hoa City Party Committee Ho Van Nam said that along with the key task of arranging and organizing the administrative apparatus to prepare for the operation of the ward and commune-level government from July 1, the Bien Hoa City Party Standing Committee also determined to complete site clearance for 355 households in Bien Hoa 1 Industrial Park by June 30 at the latest.
After more than 10 days, the Standing Committee of Bien Hoa City Party Committee deployed 3 working groups with more than 40 members and 5 members of the Standing Committee of the City Party Committee to directly visit each household to propagate and mobilize for land handover, bringing great results.

With practical experience from the recent propaganda and mobilization campaign to hand over land for the Bien Hoa - Vung Tau Expressway Project, 3 working groups of the city coordinated with the People's Committee of An Binh Ward and the City Land Fund Development Center to organize groups of households with similar compensation support policies to explain specifically and clearly the regulations on compensation, support and resettlement when the State acquires land, as well as the common interests when the State implements the Project.
Most of the people's suggestions were answered by the delegation members right at the propaganda and mobilization sessions such as: compensation and support prices, resettlement policies, housing rental support prices, compensation support payment time, etc. Some other suggestions were recorded by the delegations and assigned to specialized agencies for review on the same day.
For example, through propaganda and mobilization work, Team No. 3 recorded 23 cases of households buying and selling land and houses with handwritten documents; parents giving land to their children without proof of ownership; multiple generations living together on a plot of land that was recovered and illegally building houses on the land after the time of land recovery by the State.
After reviewing, the City Land Fund Development Center responded to the petition of households building housing projects on land due to land transactions by hand after the Prime Minister 's Land Recovery Decision No. 426/QD-TTg dated April 12, 2001, but the request for compensation at current unit prices and settlement of on-site resettlement is not grounded for consideration.
After 10 days of focused propaganda and mobilization, 134 more households agreed to dismantle the construction and hand over clean land; 34 households signed a commitment to hand over the land in June and 17 households moved their assets, leaving only empty houses.
Of the total 335 households that need to be cleared and relocated from Bien Hoa 1 Industrial Park, there are currently only 77 households that have not agreed to hand over the land, 3 households that have assets on the land but are not in the locality have not been approached and persuaded, along with 2 households that have received compensation but have not yet handed over the land.
Synchronize multiple solutions
Along with focusing on propaganda and mobilizing households, the Standing Committee of Bien Hoa City Party Committee has focused on directing the parallel and synchronous implementation of other solutions to promote early handover of land.
In particular, for many requests from households to receive compensation support money soon, Bien Hoa City People's Committee has proposed the Provincial People's Committee to approve the policy for Bien Hoa City to advance capital according to the compensation payment plan for households.
After the Provincial People's Committee Chairman approved the capital advance policy, the City Land Fund Development Center prepared a capital advance file of 35 billion VND at the Dong Nai Province Land Development Fund and is expected to receive capital to pay households according to the compensation plan approved before June 15.
“Currently, many households are waiting to receive the support money to relocate assets, dismantle construction works and hand over the site immediately. Therefore, in addition to posting the compensation support plan for people to know, the Land Fund Development Center has also prepared the content of the notice of receiving money, ready to send to people and organize immediate payment to people when the advanced capital is provided” - Mr. Pham Duc Hoang, Director of the Land Fund Development Center of Bien Hoa city emphasized.

For more than 130 households eligible for resettlement land, while waiting for land or waiting to build new houses, the city has considered and approved housing rental support so that households can move and hand over the land as soon as possible. In the condition that An Binh ward does not have a resettlement area to arrange for those who are cleared, the city also plans to arrange resettlement for eligible households at Tan Phong resettlement area with 50 lots; resettlement land on Dieu Xien street, Tan Bien ward with 13 lots; resettlement area serving the investment project of National Highway 1A - bypassing Bien Hoa city, in Phuoc Tan ward with 9 lots.
Meanwhile, for households that do not meet the conditions for resettlement land and are really facing housing difficulties, and have no other houses or land in Dong Nai province, the city leaders directed and assigned the People's Committee of An Binh ward to review the conditions, report to the City People's Committee for consideration, and introduce registration to buy social housing according to the provisions of the Housing Law 2023 to support housing for people, and for people to agree to hand over the site early.
In order to have a quick and decisive solution to the cases of non-agreement to hand over the site, the City People's Committee has established a Review Team to inspect, review, and advise the City People's Committee to handle the contents of the petitions and complaints of the households. In particular, focusing on handling the petitions in accordance with the regulations for 77 households that have not agreed to hand over the site after the delegations have propagated, mobilized, and explained. At the same time, reviewing the legal basis of the previous project and the current project being implemented to respond to the petitions of the people.
The city leaders also directed relevant units and localities to fully prepare the steps and procedures, and carry out compulsory land recovery for households after propaganda, mobilization, and full implementation of compensation support procedures according to regulations but without handing over the site.
In addition, Bien Hoa City has coordinated with the Provincial Police and An Binh Ward Police to grasp the situation in the area, especially in cases where the land has not been handed over. Thereby, it combines propaganda and mobilization to prevent the emergence of "hot spots", and at the same time coordinates with the city's functional forces to prepare a compulsory enforcement plan for households that have not handed over the land.
Along with the above solutions, in recent days, Bien Hoa city has coordinated with the province's functional departments to focus on clearing land at Bien Hoa 1 Industrial Park for enterprises. Accordingly, from May 22 to now, 2 enterprises are dismantling and relocating; 12 enterprises have stopped operations to relocate; 21 enterprises have committed to relocate according to the plan of Dong Nai Provincial People's Committee.
Thereby, people and businesses realized the urgency and determination of the province as well as Bien Hoa city in clearing the common land of Bien Hoa 1 Industrial Park and agreeing to relocate their residences and hand over the land for the State to implement the Project of Converting Bien Hoa 1 Industrial Park into an Urban - Commercial - Service Area and improving the environment.
