People come to the "one-stop" department of Trieu Son district to handle administrative procedures.
Trieu Son district identifies that building a comprehensively strong foundation and implementing the QCDC well at the grassroots level is one of the important contents of the work of building a strong Party, government and political system, associated with socio-economic development, ensuring national defense and security in the locality. Therefore, the Standing Committee of the Trieu Son District Party Committee has proactively developed an action program, a study plan, disseminated and implemented Directive No. 30-CT/TW to Party committees, Party organizations, and key cadres in the entire district. At the same time, it directs Party committees at all levels, government, Vietnam Fatherland Front and political organizations to develop an action program, implementation plan, and disseminate the core contents of Directive No. 30-CT/TW to cadres, Party members, union members, association members, and the masses. Through many forms of propaganda, such as: Organizing conferences, on mass media, through activities of villages, neighborhoods, the Vietnam Fatherland Front and political organizations, Directive No. 30-CT/TW and documents on building a comprehensive strong foundation and implementing the QCDC of the Central, province and district have spread into life.
Based on the plan of the Standing Committee of the Trieu Son District Party Committee, the People's Council, the People's Committee of the district and the communes and towns have concretized the Party's policy on building and implementing the grassroots democracy, linking the implementation of political tasks of each level and each sector. At the same time, reviewing, supplementing, amending and promulgating new documents to ensure the promotion of the people's mastery, following the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" and the Law on Implementing Democracy at the Grassroots, creating conditions for people to exercise their democratic rights.
In order to gradually bring the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" into life, the Party committees and authorities at all levels in the district have created conditions for the People to participate, discuss, decide, and supervise activities such as: Giving opinions on planning and socio -economic development plans, ensuring national defense and security; participating in building organizations in the political system, supervising and giving opinions to cadres and Party members. It is also the public disclosure of mechanisms and policies of the Central, the province, and the district on supporting socio-economic development, implementing social security policies, building new rural areas, advanced new rural areas, and model new rural areas; compensation and site clearance plans for implementing investment projects; Local budget revenues and expenditures, fees, charges, contributions from the people... The main form of publicity is posting at the headquarters of the People's Committee of the commune, town, cultural house of the village, neighborhood, through conferences in residential areas, local loudspeaker system. From promoting good QCDC at the grassroots level, all classes of people have agreed, actively participated in socio-economic development, well implemented the Party's policies, policies and laws of the State, the sense of civic responsibility has been enhanced in joining hands, contributing to building and developing the homeland.
This is demonstrated in the journey to build Trieu Son into a new rural district and an advanced new rural district. With the viewpoint of not being hasty, not chasing after achievements, doing things with certainty and "using the people's strength to care for the people", the Party committees, authorities, the Fatherland Front and political organizations from the district to the grassroots have joined together to promote propaganda and mobilize people's strength to implement the criteria of a new rural district and an advanced new rural district.
Specifically, from 2021 to 2024, the district mobilized people to contribute more than 9,565 billion VND, accounting for 61.61% of the total mobilized resources for building new rural areas and advanced new rural areas. Of which, people contributed 987.930 billion VND to build infrastructure and welfare works; donated land converted into money of more than 529 billion VND; people invested in building new and renovating houses of 8,048 billion VND. Notably, during the period of building an advanced new rural district, the District Party Committee issued Resolution No. 12-NQ/HU dated July 22, 2022 on strengthening the leadership of the Party Committee in mobilizing people to donate land to expand rural roads in Trieu Son district, period 2022-2025. The resolution was issued to create a turning point in arousing people's hearts and strength for the project of expanding roads in the district. After nearly 3 years of implementing the campaign, the whole district had 18,815 households participating in donating 666,236m2 (equivalent to about 4,000 billion VND) to expand more than 511km of roads in 32/32 communes and towns. The movement of people donating land to open roads in Trieu Son district has become a model for other localities in and outside the province to learn from. With the efforts and determination of the entire political system and all classes of people, in 2021, Trieu Son district was recognized by the Prime Minister as a district that met the NTM standards. By the end of 2024, Trieu Son district became the 3rd district in the province to "reach the finish line" of an advanced NTM district. Thanks to the people's strength combined with the State's support resources, the rural appearance of Trieu Son district today has many improvements, with synchronous investment in socio-economic infrastructure, especially transportation, irrigation, schools, and medical facilities, well meeting the needs of people's life, activities, and production.
In the process of implementing the QCDC, the authorities of communes and towns are always closely linked to the administrative reform program of the district. Accordingly, the district has directed the review and reduction of the time for handling administrative procedures at the district and commune levels. At the same time, by publicly posting administrative procedures, 100% of district-level agencies and units and communes and towns maintain the implementation of work settlement under the "one-stop" and "one-stop" mechanisms. In order to innovate, improve the quality, efficiency of work and sense of responsibility to serve the people of the staff and civil servants, communes and towns have paid attention to and maintained the implementation of the model "Friendly Government, serving the People". The work of receiving citizens, handling complaints and denunciations of citizens has been focused on and effectively implemented by the Party committees and authorities at all levels in the district. In particular, it is necessary to mention the role and responsibility of the leaders of Party committees and authorities at all levels who have increased direct dialogue with the people, received people, and resolved citizens' complaints and denunciations. Thereby contributing to promptly resolving many complicated cases arising at the grassroots level and difficulties and obstacles in the process of implementing socio-economic development programs and plans in the locality.
Directive No. 30-CT/TW of the Politburo is a correct policy, in line with the people's wishes, promptly responding to the legitimate aspirations of the people, so it has been widely supported by all classes of people in the district. Implementing the Directive, the Party committees, authorities, departments, branches and organizations of Trieu Son district have creatively applied it to the implementation of socio-economic development tasks, ensuring national defense and security, consolidating the political system at the grassroots level and promoting patriotic emulation movements and campaigns in localities and units. That has been and is making an important contribution to the socio-economic achievements and improving the material and spiritual life of the people of Trieu Son district.
