Applying the regulations on grassroots democracy creatively.

Trieu Son District has identified that building a strong and comprehensive foundation and effectively implementing grassroots democracy is one of the important aspects of building a strong Party, government, and political system, linked to socio-economic development and ensuring national defense and security in the locality. Therefore, the Standing Committee of the Trieu Son District Party Committee has proactively developed an action program and a plan for studying, understanding, and implementing Directive No. 30-CT/TW to Party committees, Party organizations, and key officials throughout the district. At the same time, it has directed Party committees, government agencies, the Fatherland Front, and political organizations at all levels to develop action programs and implementation plans, and to disseminate the core content of Directive No. 30-CT/TW to cadres, Party members, union members, association members, and the general public. Through various forms of propaganda, such as organizing conferences, using mass media, and through activities in villages, neighborhoods, the Fatherland Front, and political organizations, Directive No. 30-CT/TW and other documents on building strong and comprehensive grassroots organizations and implementing democratic regulations from the Central, provincial, and district levels have spread and become integrated into daily life.

Based on the plan of the Standing Committee of the Trieu Son District Party Committee, the District People's Council, the District People's Committee, and the communes and towns have concretized the Party's policy on building and implementing grassroots democracy, linking it with the implementation of political tasks at each level and sector. At the same time, they have reviewed, supplemented, amended, and issued new documents to ensure the promotion of the people's right to self-governance, following the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit" and the Law on the Implementation of Grassroots Democracy, creating conditions for people to exercise their democratic rights.

In order to gradually implement the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit," the Party committees and authorities at all levels in the district have created conditions for the people to participate in discussions, decisions, and supervision of activities, such as: providing feedback on planning and socio-economic development plans, ensuring national defense and security; participating in building organizations within the political system, supervising and providing feedback on cadres and Party members. This also includes publicly disclosing mechanisms and policies from the Central Government, the province, and the district regarding support for socio-economic development, implementation of social welfare policies, new rural development, advanced new rural development, and model new rural development; and compensation plans for land clearance for investment projects. Local budget revenue and expenditure, various fees and charges, and contributions from the people... The main forms of public disclosure are posting at the headquarters of the commune/town People's Committee, village/neighborhood cultural centers, through community meetings, and the local public address system. By effectively promoting grassroots democracy, all segments of the population have shown consensus and actively participated in socio-economic development, effectively implementing the Party's guidelines and the State's policies and laws. A sense of civic responsibility has been enhanced in contributing to the construction and development of their homeland.

This is evidenced in the journey of building Trieu Son into a New Rural District and an Advanced New Rural District. With the view of not rushing, not chasing achievements, ensuring that each step is done properly, and "using the people's strength to care for the people," the Party committees, government, Fatherland Front, and political organizations from the district to the grassroots level have joined forces to promote propaganda and mobilization, unleashing the people's strength to implement the criteria for a New Rural District and an Advanced New Rural District.

Specifically, from 2021 to 2024, the district mobilized people's contributions of over 9,565 billion VND, accounting for 61.61% of the total resources mobilized for building new rural areas and advanced new rural areas. Of this, people contributed 987.930 billion VND to infrastructure construction and welfare projects; donated land equivalent to over 529 billion VND; and invested 8,048 billion VND in new construction and house renovation. Notably, during the phase of building an advanced new rural district, the District Party Committee issued Resolution No. 12-NQ/HU dated July 22, 2022, on strengthening the leadership of the Party Committee in mobilizing people to donate land to expand rural roads in Trieu Son district, 2022-2025. The resolution marked a turning point in mobilizing the people's support and strength for the expansion of transportation infrastructure in the district. Over nearly three years of campaigning, 18,815 households in the district donated 666,236 square meters (equivalent to approximately 4 trillion VND) to expand over 511 kilometers of roads across all 32 communes and towns. The movement of people donating land for road construction in Trieu Son district has become a model example for other localities inside and outside the province to emulate. With the efforts and high determination of the entire political system and all levels of the people, in 2021, Trieu Son district was recognized by the Prime Minister as a district meeting the standards of a New Rural Area. By the end of 2024, Trieu Son district became the third district in the province to achieve the status of an advanced New Rural Area. Thanks to the combined efforts of the people and the support of the State, the rural landscape of Trieu Son district today has seen many positive changes, with a comprehensively invested socio-economic infrastructure, especially in transportation, irrigation, schools, and medical facilities, effectively meeting the needs of the people's lives, activities, and production.

Throughout the implementation of the Regulations on Democracy at the Grassroots Level (QCDC), the commune and town governments have consistently linked it to the district's administrative reform program. Accordingly, the district has directed a review and reduction of processing times for administrative procedures at both the district and commune levels. Simultaneously, administrative procedures have been publicly posted, and 100% of district-level agencies and communes/towns maintain the "one-stop shop" and "interconnected one-stop shop" mechanisms for handling work. To innovate and improve the quality, efficiency, and sense of responsibility of officials and civil servants in serving the people, communes and towns have focused on and maintained the "Friendly Government, Serving the People" model. The work of receiving citizens and resolving complaints and denunciations has been effectively implemented by the district's Party committees and government at all levels. This includes the role and responsibility of the heads of Party committees and government at all levels in strengthening direct dialogue with the people, receiving citizens, and resolving complaints and denunciations from citizens. Through this, they have contributed to the timely resolution of many complex issues arising at the grassroots level and difficulties and obstacles in the implementation of socio-economic development programs and plans in the locality.

The Politburo's Directive No. 30-CT/TW is a correct policy, in line with the people's wishes, and promptly addresses the legitimate aspirations of the people, thus receiving widespread support from all strata of the population in Trieu Son district. Implementing democratic principles, the Party committees, government agencies, departments, and mass organizations of Trieu Son district have creatively applied them to the tasks of socio-economic development, ensuring national defense and security, consolidating the political system at the grassroots level, and promoting patriotic emulation movements and campaigns in localities and units. This has made and continues to make a significant contribution to socio-economic achievements and improving the material and spiritual lives of the people of Trieu Son district.
