According to Mr. Le Xuan Cuong, Deputy Head of the Customs Sub-Department of Region X, in performing its assigned functions and tasks, the unit has focused on promoting administrative procedure reform, customs modernization associated with implementing digital transformation contents, meeting the requirements of building digital customs and smart customs according to the roadmap of the Customs Department. In particular, focusing on effectively implementing electronic tax collection management, 24/7 customs clearance and synchronously implementing solutions to improve tax management, contributing to increasing state budget revenue.
Accordingly, the Customs Branch of Area X has directed the customs units at the border gate and outside the border gate to inspect, review, and monitor the Centralized Tax Accounting System to promptly detect arising problems and report for handling instructions. Conduct inspection, review, and supervision of units under the branch in implementing tax policies, applying commodity codes, and tax rates for import and export goods according to the provisions of law. Proactively resolve administrative procedures, quickly clear import and export goods. Through that, promptly grasp the tax debt situation, to urge units to collect and not let new tax debts arise.
In addition, in order to create maximum favorable conditions for enterprises in carrying out customs procedures in general and tax obligations in particular, the Customs Sub-Department of Region X has proactively coordinated with commercial banks to collect budget revenue and guarantee taxes electronically, in order to improve the efficiency of state budget management, effectively apply the Project of electronic tax payment and 24/7 customs clearance, increase non-cash payments, create favorable conditions for taxpayers to quickly fulfill their obligations to pay the state budget, shorten the time for circulating tax payment documents, and avoid risks for enterprises and customs agencies.
With the synchronous and drastic implementation of solutions to facilitate trade, improve the effectiveness of state management, prevent tax losses, especially towards building digital customs and smart customs, the Customs Branch of Region X has received recognition and high appreciation from the business community. Recently, the unit was announced to be ranked 2nd in the Department, Sector and Local Competitiveness Index (DCCI) in 2024. This is the fourth consecutive year that the unit has maintained its top position in this index.
Along with tax management solutions, the Customs Branch of Region X has strengthened discipline, administrative discipline, promoted exemplary responsibility, and enhanced the professionalism of officials and civil servants with the motto of action "Professionalism - Transparency - Efficiency". In which, departments and civil servants are required to strictly implement the regime and procedures for collecting taxes, customs fees and other revenues according to the provisions of law. At the same time, actively propagate and mobilize enterprises to open declarations at customs units under the branch, contributing to supplementing the state budget revenue of the unit. With the synchronous and drastic implementation of solutions, from the beginning of the year to May 14, the revenue and budget payment of the Customs Branch of Region X reached 8.47 trillion VND, equal to 38.6% of the target assigned by the Prime Minister . Of which, the revenue and budget payment in the province accounted for the majority with nearly 8.2 trillion VND. Value added tax from imported crude oil of Nghi Son Refinery and Petrochemical Company Limited still accounts for the largest proportion of the total budget revenue in the province with over 6.2 trillion VND but decreased by 7% compared to the same period in 2024. The reason for the decrease is said to be that from the beginning of 2025 to now, the average unit price of crude oil has reached 75 USD/barrel (down 6 USD/barrel compared to the average level in 2024), while the number of imported oil shipments has decreased by 1 trip compared to the same period last year.
