On June 7, in Quang Ngai city, Quang Ngai province, Working Group 2097 of the Politburo led by Professor-Doctor Nguyen Xuan Thang, Politburo member, Director of Ho Chi Minh National Academy, Chairman of the Central Theoretical Council worked with the Standing Committees of Quang Ngai and Kon Tum Provincial Party Committees on the results of implementing the Resolution of the 11th Conference of the 13th Party Central Committee.
Politburo member Nguyen Xuan Thang highly appreciated the Standing Committees of Quang Ngai and Kon Tum provinces for proactively implementing steps for the merger. In particular, the two provinces have completed the project to rearrange commune-level administrative units, the plan to arrange commune officials close to the people, up to the new level of tasks, according to the motto of having experience, capacity and understanding the area.
Note that Quang Ngai and Kon Tum provinces need to complete the steps to simultaneously operate the new commune-level administrative unit, and finalize the number of cadres assigned to the new apparatus. The arrangement of cadres, civil servants, and public employees working in departments and branches must be specific, ensuring fairness and no longer having concerns.
Comrade Nguyen Xuan Thang noted the need to facilitate and arrange accommodation, housing, and transportation for the Kon Tum provincial staff to work in the new Quang Ngai province, especially simplifying the calculation of benefits and arranging transportation in a unified policy to ensure security and safety to help the staff from Kon Tum to Quang Ngai soon settle down.
Quang Ngai and Kon Tum provinces need to promptly direct the settlement of the case in their localities according to the Central Inspection Conclusions. For complicated cases requiring Central approval, there must also be a written report to avoid the situation of unclear handling authority after the new province is put into operation.
Emphasizing the important role of drafting Congress documents. Politburo member Nguyen Xuan Thang emphasized that the drafting of Congress documents must be consistent from the provincial to the communal level.
The documents of the Commune Congress must be oriented by the provincial level to clearly show the development orientation; the documents of the Provincial Congress must highlight the advantages and new development space, especially industrial development, the national oil and gas refining and energy center; develop ecological agricultural models associated with forest economy, biodiversity conservation; the new Quang Ngai province needs to promote the advantages of Mang Den Tourist Area to build a new ecological development axis of Quang Ngai.
In addition, the new Quang Ngai province also needs to establish a new growth model based on Science and Technology; innovate and develop the business community, especially private enterprises; encourage the participation of private enterprises, especially in economic infrastructure development; create a favorable environment to attract investors, especially in high-tech and semiconductor fields.
Comrade Nguyen Xuan Thang noted that the new Quang Ngai province after the merger still has a very high poverty rate. The province must have solutions to quickly reduce the poverty rate, focus on eliminating temporary housing, improve the material and spiritual life of the people, and ensure social security and safety.
The Standing Committees of Quang Ngai and Kon Tum provinces have thoroughly grasped and fully and seriously implemented the Resolution of the 11th Conference of the 13th Party Central Committee. In particular, they have focused on leading and directing the dissemination and propaganda of Resolution No. 60-NQ/TW, the Party and State's policies on the arrangement and organization of the apparatus and Directive No. 45-CT/TW.
The Standing Committees of the two provinces of Quang Ngai have established a joint working group of Quang Ngai and Kon Tum provinces to advise on the organization and staffing of the political system of the new Quang Ngai province.
The Standing Committees of Quang Ngai and Kon Tum provinces have directed the development and comments on the draft Personnel Plan for the Executive Committee, Standing Committee, Inspection Committee of the Provincial Party Committee and the appointment of cadres under the management of the Standing Committee of the Provincial Party Committee after the provincial reorganization, term 2025-2030.
At the Conference, Party Central Committee member, Secretary of Kon Tum Provincial Party Committee Duong Van Trang and Party Central Committee member, Secretary of Quang Ngai Provincial Party Committee Bui Thi Quynh Van made recommendations to the Working Group on the difficulties in implementing the provincial merger, especially the need to upgrade National Highway 24, arrange accommodation and workplaces for Kon Tum officials when they move to work in the new Quang Ngai province. Kon Tum Provincial Party Committee Secretary Duong Van Trang said that when implementing the merger, the number of Kon Tum officials who applied for early retirement was about 303 people.
Secretary of the Quang Ngai Provincial Party Committee Bui Thi Quynh Van said that although the work of merging the two provinces still has some difficulties, the most successful result is that the two provinces have high consensus and unity in thinking about a new Quang Ngai province.
Currently, Quang Ngai has completed the projects to prepare for the merger and sent them to the Standing Committees of the two provinces for comments. At the same time, a plan has been made to arrange housing and transportation for officials from Kon Tum province to Quang Ngai to work with the desire to create the best conditions for officials to work with peace of mind.
