On the afternoon of April 21st, the Lam Dong Department of Construction organized a training course on commune-level planning for localities in the former Lam Dong province.

At the training session, leaders from several localities presented preliminary reports on the work of commune-level planning, and also informed about some difficulties and obstacles encountered during the implementation process.

Accordingly, during the planning process, localities encountered several issues such as: the policy on organizing the preparation of general commune plans; planning orientation; implementation costs; how to determine goals and orientations for socio -economic development in the coming period…

Based on that, the localities have requested the Department of Construction to promptly issue guidelines for implementation and resolve the aforementioned obstacles.

Leaders of the commune People's Committee and planning officials from the communes participated in the training session.

During the training session, the leaders of the Department of Construction informed participants about several new points in urban and rural planning management; guided them on the procedures and content for preparing general planning projects for communes after mergers; and covered the organization of appraisal, approval, and management of general commune planning.

Local leaders should address any difficulties encountered during the planning process.

According to the Department of Construction of Lam Dong province, implementing the two-tiered local government model offers significant potential and impetus for the development of communes. Planning and plan formulation play a crucial role in creating favorable conditions for socio-economic development in these localities.

In the near future, the Department of Construction is ready to send staff to assist or provide input on the planning process before submitting it to the competent authority.

Local authorities have submitted several proposals to the Department of Construction to expedite the process of developing the general planning for each commune.

According to the plan, the commune planning process will be carried out in parallel with the provincial planning. Specifically, the general planning projects for each commune must be completed before May 31, 2026.
