Participate in building and protecting the Party and the government.

Implementing the "Exemplary Veterans" emulation movement for the period 2019-2024, the Veterans' Associations at all levels in the province have carried out many specific activities, closely aligned with the actual conditions in each locality, creating positive changes in the thinking and actions of cadres and members. The Veterans' Associations at all levels have consistently upheld the essence and traditions of "Uncle Ho's Soldiers," setting an example in studying and implementing the Party's guidelines and the State's policies and laws; and diligently cultivating firm and unwavering viewpoints and ideologies among cadres and members. During the 2020-2025 term, nearly 2,300 veteran cadres and members participated in Party committees at all levels; and over 550 veteran members were elected as representatives to People's Councils at all levels for the 2021-2026 term.

Veterans Nguyen Xuan Phu from An Tuong ward and Le Ngoc Vien from Luong Vuong commune ( Tuyen Quang city) recounted historical stories to students at the Provincial Ethnic Boarding High School.

The various levels of the association have proactively coordinated with the Fatherland Front Committee, departments, agencies, mass organizations, and socio-political organizations at the same level to effectively implement the Regulations on Grassroots Democracy; presided over and participated in social supervision and criticism; and contributed opinions to the building of the Party and government. Over the past five years, the various levels of the association have mobilized over 5,260 members to participate in security teams, 9,353 members to participate in mediation teams, successfully mediating 4,355 cases; and 10,074 members to participate in crime prevention...

In implementing the emulation movement, many exemplary and active collectives and individuals have emerged. Notably, the Veterans Association of Xuan Quang commune (Chiem Hoa district) has both built a strong association and actively participated in ensuring security and order at the grassroots level; the Veterans Association of Doi Can ward (Tuyen Quang city) has 15 out of 24 veteran members who are Party branch secretaries and neighborhood group leaders, 11 out of 24 members who are Deputy Party branch secretaries and heads of the Fatherland Front Committee, and 13 out of 24 neighborhood security guards who are veterans...

CCB Dao Dan, a disabled veteran of category 2/4, residing in Lang Quan residential area, Yen Son town (Yen Son district), is 75 years old this year. Despite his age, he has served as Party branch secretary for 28 consecutive years and as head of the residential area's Fatherland Front Committee for 20 years. Mr. Dan shared: "Upholding the spirit of a soldier of Uncle Ho, I pledge to dedicate my entire life to the Party and the people. Although I am now old and my health is somewhat declining, I always uphold the exemplary qualities of a soldier, working with the Party branch to lead the residential area in successfully completing all tasks and contributing to building a clean and strong community."

Leading the way in emulation movements.

The most outstanding achievement in the "Exemplary War Veterans" emulation movement during the 2019-2024 period was the movement to help each other reduce poverty and excel in economic activities. Thanks to the efforts of the members and the support of the association, from 2019 to the present, more than 3,000 member households in the province have escaped poverty; the number of member households with a relatively good standard of living has increased to 58.8% (a 5.7% increase compared to 2019).

To achieve these results, the associations at all levels have implemented many practical and effective methods, such as reviewing and accurately identifying the number of veteran families classified as poor or near-poor to develop annual poverty alleviation plans; guiding members to access preferential policies of the State; coordinating the opening of training courses and disseminating knowledge on farming, livestock breeding, and business production; and providing mutual assistance in terms of capital and seeds. Along with encouraging members to boost agricultural, forestry, and livestock production and expand business and service sectors, the associations at all levels have actively coordinated with the Social Policy Bank to provide loans to over 9,500 veteran members to invest in household economic development. The associations at all levels have used over 33.4 billion VND from their self-established funds to provide loans to 5,679 members for production development.

The "Eliminating Temporary and Dilapidated Housing" movement for members has also been a highlight over the past five years. Determined to prevent poor members from living in dilapidated and leaky houses, the Provincial Veterans Association Executive Committee launched the "Veterans' Compassionate House" construction movement. From 2019 to the present, the entire association has mobilized over 6 billion VND in donations, contributed over 3,520 days of labor, and provided 32,200 bamboo, wood, and other materials to support the demolition and repair of 119 dilapidated houses for poor members.

Not only has the "Exemplary Veterans" emulation movement made its mark in helping each other reduce poverty and develop the economy, but it has also unleashed the potential and utilized the efforts and intelligence of a large number of veteran cadres and members in implementing movements and campaigns launched by the Central and local authorities. Typical examples include the "All People Unite to Build New Rural Areas and Civilized Urban Areas" movement; the "Tuyen Quang Joins Hands to Manage Waste and Combat Plastic Waste" movement; the "All People Protect National Security" movement; and the "Tuyen Quang Veterans Participate in Maintaining Traffic Safety and Building a Traffic Culture" movement... During the period 2019-2024, veteran members voluntarily donated 46,950 m2 of land and contributed over 42,650 days of labor to build kindergartens, village cultural houses, rural concrete roads, and irrigation systems. In coordination with other organizations, 135 environmental protection propaganda teams, 1,744 grassroots security and order maintenance teams, and 1,761 war veterans participated in mediation teams.

Over the past five years, the "Exemplary Veterans" emulation movement has yielded many outstanding results, making significant contributions to socio-economic development, maintaining political stability, and ensuring social order and security in the locality. Recognizing the positive contributions to the movement during the 2019-2024 period, the Provincial Veterans Association was awarded a commendation flag by the Central Executive Committee of the Vietnam Veterans Association and the Provincial People's Committee. 229 collectives and 323 individuals received commendations from various levels for their excellent performance in their respective fields. Notably, in the summary of the "Exemplary Veterans" emulation movement for the 2019-2024 period, 201 collectives and 281 individuals were recognized as exemplary advanced models and received commendations from various levels. This serves as a crucial motivation for the Veterans Association at all levels in the province to continue striving and successfully implementing the key tasks set out in the "Exemplary Veterans" emulation movement for the period 2019-2024.
