Patriotic emulation campaigns and movements are being carried out vigorously in Quang Ninh province, creating a widespread impact. Through these campaigns and movements, the people are encouraged to uphold the tradition of solidarity, unleash resources, potential, and internal strength within each individual, family, and community to develop the province's economy , culture, and society, maintain national defense and security, and build and consolidate the great national unity.
Gathering the strength of the people
Typhoon No. 3, with its devastating power, struck several northern provinces and cities, primarily Quang Ninh province, causing immense damage to lives and property, paralyzing widespread power, water, and communication systems, and severely impacting people's lives and business activities in the province. Estimated damage reached nearly 25,000 billion VND, accounting for more than half of the total damage nationwide.
Joining hands with the State and people to overcome the damage after the storm, the Provincial Fatherland Front launched a campaign to support the people throughout the province in overcoming the damage caused by the storm. With a tradition of patriotism, solidarity, and the spirit of "mutual support" and "helping those in need" nurtured over many generations, the campaign received special attention from the Central Government, neighboring provinces and cities, agencies, units, businesses, armed forces, and people inside and outside the province.
In just over a week since its launch, the Provincial Relief Campaign Committee has received registrations and donations from 2,137 organizations and individuals, totaling over 81.9 billion VND. At the district level, over 11.5 billion VND in cash donations have been received, along with many essential supplies to be distributed to affected areas and households.
Comrade Nguyen Van Hoi, Head of the Provincial Party Committee's Mass Mobilization Department and Chairman of the Provincial Fatherland Front Committee, stated: In response to the damage caused by the historic storm, Quang Ninh province has received both spiritual and material support from neighboring provinces and cities, as well as from organizations, individuals, and philanthropists not only within the province and the country but also abroad, through various forms of sharing the losses and difficulties caused by the storm. This demonstrates the immense strength of the tradition of solidarity and mutual assistance among the people of Quang Ninh province in particular and the entire country in general.
To date, the Provincial Relief Campaign Committee has allocated 10.3 billion VND in emergency support (Phase 1) to 10,300 households in 13 localities affected by Typhoon No. 3, with a support level of 1 million VND per household; at the same time, it has immediately distributed goods and essential supplies to the affected localities to support the people and units carrying out post-typhoon recovery efforts, ensuring fairness and objectivity.
Over the past period, the "National Unity Movement for Building New Rural Areas and Civilized Urban Areas" in the province has had a strong impact on all aspects of people's lives. Through this movement, the campaign has encouraged people to uphold the tradition of unity, unleash resources, potential, and inner strength within each individual, family, and community in developing the economy, culture, and society, and maintaining security and order.
Village 4 is one of the leading villages in building new rural areas in Cam Hai commune (Cam Pha city). The village's roads have been concreted under the principle of "the State and the people working together." The village cultural center has been renovated and equipped; the material and spiritual lives of the people have improved significantly. For many years, the village has maintained its title as a cultural village. This achievement is thanks to the effective implementation of the campaign "All people unite to build new rural areas and civilized urban areas," linked to the socio-economic development tasks of the locality, and promoting the leading role of the people through specific models and activities.
According to Khong Thi Ngo, Party Secretary and Head of Hamlet 4: Following the directives and guidance from higher levels, with the motto "Helping together, working together, directing together, and implementing policies together," the hamlet's officials and mass organizations have mobilized the people to participate in building a model new rural area with a focus on beautiful environmental landscapes. This includes focusing on building bright, green, clean, beautiful, and safe roads, and maintaining the "Green Sunday" movement. Over the past nearly three years, implementing the campaign "All people unite to build new rural areas and civilized urban areas," the people of Hamlet 4 have donated more than 300 square meters of land, moved fences, contributed labor and resources to concrete four internal hamlet roads, created a flower-lined road over 300 meters long; and built an effective "Model Household - Model Garden" model.
In particular, the campaign has contributed to the efforts of Party committees and authorities in promoting social mobilization and effectively addressing social welfare issues and achieving sustainable poverty reduction. From 2019 to the present, the Vietnam Fatherland Front and political and social organizations throughout the province have mobilized social resources totaling 157.8 billion VND, supporting the construction and repair of 2,513 houses for poor and near-poor households, those with difficult circumstances, and people in remote areas.
In 2022 alone, 3.308 billion VND was mobilized from social contributions to support the construction of 827 hygienic toilets in Binh Lieu and Ba Che districts. In 2023, 441 houses were built or renovated for poor households, contributing to the completion of the program to eliminate all temporary and dilapidated housing in the province. Throughout the province, 4,131 self-governing security and order groups and clusters were established, along with 57 grassroots security models in communes, wards, and towns. Models for drug prevention, crime prevention, social vice prevention, ensuring security and order, protecting national sovereignty and territory, and border security were implemented at the grassroots level.
Most recently, as part of the "National Unity Campaign for Building New Rural Areas and Civilized Urban Areas," the entire province mobilized tens of thousands of people to participate in a high-intensity campaign, simultaneously launching efforts to clean up, dispose of waste, and sanitize the environment after Typhoon No. 3. Notable examples include Ha Long City with 33 volunteer teams at the commune level; 243 volunteer teams at the village and neighborhood levels, with over 13,850 people participating in clearing fallen trees, cleaning the environment, beautifying urban areas, and assisting people in cleaning up their homes after the typhoon… Thanks to this, just 10 days after the typhoon, Quang Ninh's appearance was clean and beautiful again, creating favorable conditions for people's lives and the return of production, business, and tourism activities to normal.
Along with the aforementioned campaigns, many emulation movements and campaigns have been promoted and yielded practical results. These include movements such as: "Excellent Workers, Creative Workers," "Excellent Enterprises," "Outstanding Entrepreneurs," "Culturally Advanced Agencies and Units," "Women Actively Studying, Working Creatively, and Building Happy Families," "Women Excelling in Economic Activities," "Farmers Competing in Excellent Production and Business, Uniting to Help Each Other Get Rich and Achieve Sustainable Poverty Reduction," "Pioneering and Volunteering for Socio-Economic Development and National Defense," "Accompanying Youth in Establishing Themselves and Their Careers," "Exemplary Veterans," "Veterans Helping Each Other Reduce Poverty and Excel in Economic Activities," "Lighting Up Rural Roads," "Elderly People - Shining Examples," "Elderly People Participating in Building the Party, Government, and the Political System at the Grassroots Level," "Promoting Learning and Talent, Building a Learning Society," etc.
Creating momentum for development
From reality, it can be seen that the campaigns and emulation movements in the province over the past period have been implemented with a focus on key areas, concretized through specific and practical models and tasks. In particular, the campaigns and movements launched all stemmed from the needs and aspirations of the people and aimed at protecting their legitimate rights and interests. At the same time, they were harmoniously and synchronously integrated with the movements of other associations and organizations and other tasks.
Through emulation movements, the entire province has created high consensus among all strata of the people and cadres, Party members, and has aroused the spirit of emulation and creative labor of all strata of the people, as well as mobilized resources and the combined strength of the whole society to successfully implement socio-economic development tasks, ensure national defense and security, and address issues of concern to the whole society. Specifically, these include: supporting production development and increasing income; creating jobs; reducing poverty; building and repairing houses for poor households; implementing policies of gratitude and humanitarian charity; implementing social security programs, socio-economic development in ethnic minority areas, participating in building new rural areas, building a cultured and civilized lifestyle associated with promoting unique cultural identity, mobilizing land donation and land clearance, and creating social consensus…
The effectiveness of these campaigns and emulation movements has brought about strong and comprehensive changes in poverty reduction in particularly disadvantaged areas, contributing to narrowing the gap in living standards between urban and rural areas; between regions, ethnic groups, and population groups. At the same time, it has created opportunities to increase employment, income, and access to basic social services.
Driven by emulation movements, Quang Ninh has gradually become a model province nationwide, a comprehensive growth pole in the North. This is clearly demonstrated by its consistently high and stable economic growth, maintaining a double-digit GRDP growth rate for nine consecutive years (2015-2023). The economic structure is increasingly shifting towards greater sustainability. The size of the economy has grown rapidly, reaching VND 315,839 billion in 2023, 5.7 times higher than in 2010, 58.2 times higher than in 2000, and 334.2 times higher than in 1991, ranking third in the Northern region (after Hanoi and Hai Phong).
Quang Ninh consistently ranks among the top 5 localities nationwide in terms of budget revenue; the province's investment and business environment and competitiveness are constantly improving, leading the country for many years in the PCI, PAR-Index, and SIPAS indices. The strategic infrastructure system has been invested in and built synchronously and modernly. To date, Quang Ninh is also one of the localities with the fastest urbanization rate in the country, with 4 cities and 2 towns under provincial administration, reaching an urbanization rate of 69.46% by the end of 2023. Simultaneously, it is one of the 5 provinces with the highest urbanization rate.
The quality of life for people in all regions has fundamentally improved. The per capita GRDP in 2023 reached US$9,500, 3.9 times higher than in 2010, 21.6 times higher than in 2000, and 40.5 times higher than in 1995. It is also 2.23 times higher than the national average, ranking second nationwide. Social security is ensured; national defense and security, as well as social order and safety, are maintained, with no hotspots occurring.
With the comprehensive and outstanding results achieved, the people's trust has been further strengthened, creating broad consensus in society and increasing the pride of cadres, Party members, and the people. This will continue to create new momentum and strength to promote the patriotic emulation movement in the coming period.
