Building a safe "shield" for children.
On May 27th, in Quang Ninh, the Ministry of Health, in coordination with the Provincial People's Committee, organized the launching ceremony for the 2026 Action Month for Children. The selection of Quang Ninh as the coordinating locality for the launching ceremony demonstrates the attention and recognition given to the province's efforts in protecting, caring for, and educating children.
Speaking at the ceremony, Vice President Vo Thi Anh Xuan emphasized: Children are the happiness of every family and the future of the country; investing in children is investing in the rapid and sustainable development of the nation. Over the years, the Party and the State have always paid special attention to the care, education, and protection of children; many programs and policies have been effectively implemented, creating better conditions for children to study, receive healthcare, and develop comprehensively.
In the context of rapid digital transformation, the need to protect children is becoming even more urgent. The online space offers many opportunities for learning, accessing knowledge, and developing skills, but it also harbors numerous risks such as harmful information, fraud, cyberbullying, and online abuse. Therefore, this year's theme for the Month of Action for Children not only emphasizes the need to protect children in real life but also sets out the task of equipping them with digital skills and self-protection skills so that they can be safer, more confident, and more responsible in the digital environment.

Quang Ninh currently has over 364,000 children, accounting for more than 27% of the province's total population. Over the years, the province has paid close attention to and implemented comprehensive measures to protect and care for children through numerous directives, programs, plans, and specific policies. The goals for children have been largely achieved and exceeded national targets for the 2021-2025 period; many policies supporting tuition fees, school milk programs, social assistance, healthcare, education, and child protection have been issued and implemented.
However, reality also shows that child protection still faces many challenges. The situation of violence and abuse against children remains complex and potentially escalating; the risk of abuse through the online environment is increasing as children use the internet more and more but lack adequate self-protection skills. Accidents, injuries, and drowning remain worrying issues, especially during the summer. Children in special circumstances, lacking direct parental care, and children in remote areas, border regions, and islands continue to need more attention. In 2025 alone, the province experienced 21 accidents resulting in 33 child deaths, with drowning being a particularly worrying cause with 14 incidents and 26 child deaths. Authorities recorded 28 cases of child abuse, involving 29 children.
Caring through concrete responsibilities.
In response to the 2026 Action Month for Children, Quang Ninh province is committed to continuing the comprehensive implementation of solutions to create a safe, healthy, and friendly living environment for children. Activities will be organized from the provincial level to the grassroots, focusing on communication to raise awareness about child protection; promoting digital skills and online safety; supporting children in special circumstances; preventing accidents, injuries, drowning, violence, and abuse against children; and mobilizing social resources to care for children in disadvantaged areas, remote areas, border regions, and islands.

Speaking at the launching ceremony, Ms. Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee, affirmed that Quang Ninh province has always paid special attention to social welfare and the protection, care, and education of children. The province has issued many practical policies such as free textbooks for primary and secondary school students; support for lunch, transportation, and accommodation for students in disadvantaged areas; implementation of the school milk program; increasing social assistance and expanding the scope of support; and supporting health insurance for children from near-poor households and ethnic minority areas.
The province is committed to continuing its attention to and providing decisive and close guidance on the protection, care, and education of children; promoting the dissemination of the Law on Children and the policies and guidelines of the Party and State; and focusing on equipping every citizen with digital knowledge, skills, and scientific parenting methods. Alongside this, it emphasizes the role of the family – which must truly be a warm home and the safest haven for children.

According to the plan, during the 2026 Children's Action Month, communes will organize activities appropriate to local realities such as: launching a campaign for all citizens to practice swimming, teaching swimming and rescue techniques, organizing swimming competitions, and holding cultural and sports festivals for children; mobilizing support for children in special and difficult circumstances; and building and upgrading school facilities, classrooms, boarding houses, libraries, and playgrounds for children. The province encourages each commune to have at least one project for children during the Action Month.
Communication efforts are also required to be widely implemented in every agency, unit, school, village, and residential area. The content focuses on the Law on Children, children's rights, skills in preventing violence, abuse, accidents, injuries, drowning, drug prevention, mental health care, and especially online safety skills. Along with the national hotline for child protection (111), the province continues to promote the free counseling and support hotline (1800.1769) so that people and children can promptly report and seek assistance when needed.
