Enhancing the accountability of leaders

Yen Son is an area with a high rate of urbanization, with many key projects and works of the province and district being built, such as: the urban development axis road project from Tuyen Quang city to the center of Yen Son district, the Tuyen Quang - Ha Giang expressway project (phase 1) passing through Yen Son district, the project to build a road from My Lam hot spring tourist area to National Highway 2D connecting to the Tuyen Quang - Phu Tho expressway, the Xuan Van bridge project over the Gam river, the D2 main road project in Yen Son town, the Ho Chi Minh road section from Cho Chu to Trung Son intersection passing through Trung Son and Hung Loi communes... Thanks to regular dialogue, listening, and making decisions based on ensuring the maximum legitimate interests of the people, many localities have done well in land clearance work, creating clean land funds to implement key projects on schedule.

The work of receiving citizens and engaging in dialogue with the people in Yen Son district has initially achieved many noteworthy results. To date, long-standing cases in the district have been basically resolved. One of the important solutions is the responsible involvement of the heads of Party committees and government in receiving citizens and handling their feedback and requests, which has been seriously implemented according to regulations.

In the first quarter of 2024, Yen Son district recorded 64 public reception sessions, receiving a total of 163 petitions, mainly focusing on requests and complaints. Of these, 92 petitions and complaints were within the district's jurisdiction. 74 cases/requests/complaints have been resolved, with the remainder still under investigation.

Comrade Pham Ninh Thai, Member of the Provincial Party Committee, Secretary of the Yen Son District Party Committee, and Chairman of the Yen Son District People's Council, stated: Direct dialogue between the heads of the Party Committee and government with the Fatherland Front and the people, and regular citizen reception sessions, provide opportunities for district leaders to directly listen to and receive opinions, suggestions, and aspirations from cadres, Party members, and the people. This allows for timely solutions in leadership and guidance by the Party Committee and management and administration by the government. As a result, many disputes and complaints are received and processed promptly at the grassroots level, preventing prolonged appeals to higher levels and contributing to ensuring political security and social order in the locality.

In 2023, Kim Quan commune (Yen Son district) completed all 19 criteria for advanced new rural development. This impressive achievement is largely due to the dedicated and people-oriented work style of the Party Secretary and Chairman of the People's Committee, Trong Van Vinh. While Kim Quan commune holds two public consultation sessions per week, on Tuesdays and Thursdays, residents can meet and discuss issues directly with Mr. Vinh at any time, as long as he is not busy with other duties.

Mr. Vinh shared: "We don't insist on holding meetings at the office. If there's anything that needs discussing or exchanging ideas with the people, we go down to the village. If a house has enough space, we spread out a mat and sit down to discuss the work. By shortening the distance between the leader and the people, we have contributed significantly to creating consensus and strengthening the people's trust in the local Party committee and government."

When the people are in agreement

In Xuan Van commune, people have been longing for a bridge connecting the two banks of the Gam River for many years. Therefore, when the local authorities announced the Xuan Van bridge construction project across the Gam River, Mr. Trinh Van Nang and Mrs. Trieu Thi Dung from Cho village, Xuan Van commune, were very excited. Mr. Nang said: "Such a large public welfare project, such a dream bridge, we must support the local authorities. Looking at the planned location for the bridge, I know that sooner or later we will have to move our two-story house. So, we'll proactively demolish it early so that the government can build the bridge for us."

Without hesitation, even though both Mr. and Mrs. Nang Dung are over 70 years old, they were among the first households to voluntarily dismantle their two-story house, rent a new one, and vacate the land to allow contractors to begin construction. Mr. Nang recounted: "The Gam River used to be very dangerous during the flood season, with strong currents, making it easy for boats to sink. Now that the Xuan Van bridge is completed, the people are very happy. I simply thought that for the common good of the locality, we should support whatever we can, whether materially or spiritually. We've been waiting our whole lives for this, and now that we have such a sturdy bridge, we must trust and support the government."

Nghia Trung residential area in Yen Son town has been a shining example in recent times in the work of disseminating information and mobilizing people to effectively carry out compensation and land clearance work, helping contractors to start construction early and ensuring the project's progress. Mr. Hoang Quoc Duyet, head of Nghia Trung residential area, said that Nghia Trung residential area has many key roads passing through it, such as the urban development axis road from Tuyen Quang city to the center of Yen Son district, the main D2 road, and the Nghia Trung residential area road.

Mr. Duyet said that mobilizing compensation for land clearance is a difficult and complex task because it directly involves houses and land that have been a part of people's lives for generations. Putting himself in the people's shoes, he understood the situation, so he proactively coordinated well with relevant agencies and persistently propagated and persuaded the residents. Along with organizing many community meetings, he always prioritized going directly to each household to talk and explain things to them. His approach was to prioritize the most disadvantaged households first, persuading them to accept the compensation. Once they understood, the remaining households would then agree to the compensation amount. Currently, many new roads passing through Nghia Trung residential area are progressing smoothly, with the people's support for the government to proceed with construction. Basically, there are no more obstacles, which is very encouraging.

With the decisive involvement of the Party Committee and the government of Yen Son district, increased dialogue, and the creation of consensus, many issues that people had repeatedly complained about and requested but had not yet been considered have been promptly and thoroughly addressed by the leaders. Through dialogue, district and commune leaders have also been able to promptly identify and correct mistakes made by officials and civil servants in implementation, and to implement solutions to stabilize the situation, prevent the formation and emergence of hotspots of security and order, and strengthen the people's trust in the local Party Committee and government.
