Quang Tri leaders request to speed up the progress of Hai Lang LNG project

Acting Chairman of Quang Tri Provincial People's Committee Ha Sy Dong recently chaired a working session with departments, branches and the investor consortium on the progress of the Hai Lang LNG project, phase 1.

The Hai Lang LNG Project, Phase 1, is being implemented by a consortium of investors: T&T Group (Vietnam) and Hanwha Energy Corporation - HEC, Korea Gas Corporation - KOGAS, and South Korea Electric Power Corporation - KOSPO. The project started construction in January 2022 in the Southeast Quang Tri Economic Zone.

According to the report of the Quang Tri Economic Zone Management Board, up to now, the project has completed the procedures for local adjustment of the Master Plan and local adjustment of the construction zoning plan of the Southeast Economic Zone, the project implementation area; adjustment of the detailed plan at a scale of 1/500 of the project; land use planning; environmental impact assessment report; adjustment of the project investment policy; project risk quantification report; approval to add a specialized LNG wharf, a specialized channel for ships to serve the Hai Lang LNG Power Plant Phase 1 to the detailed plan of the Central Central seaport group (Group No. 3) and related agreements.

Acting Chairman of Quang Tri Provincial People's Committee Ha Sy Dong chaired and delivered a speech at the meeting.

Currently, the work being implemented includes: Implementing the remaining specialized agreements; applying for a license to exploit and use seawater for the project; selecting consulting units to support the investor (legal consulting, consulting on post-basic design and EPC bidding documents, technical consulting...); adjusting the land use plan for 2023 - 2025 of Hai Lang district to have a basis for implementing work related to compensation and site clearance.

Regarding the project's feasibility study (FS) report, the Quang Tri Economic Zone Management Board said that on January 24, the Department of Electricity and Renewable Energy - Ministry of Industry and Trade announced the results of the appraisal of the feasibility study report. However, up to now, the investor consortium has not yet completed the approval of the FS.

In addition, the Quang Tri Department of Finance has also issued a document urging the consortium of investors to promptly establish an economic organization to implement the project. However, the consortium of investors has not yet done so.

At the meeting, the representative of the investor consortium discussed the reasons for the delay in project implementation progress; at the same time, they said that they are urgently conducting an internal report to unify the approval of the feasibility study (FS) report and establish a project office in Quang Tri in May 2025.

At the meeting, Acting Chairman of the Quang Tri Provincial People's Committee Ha Sy Dong emphasized that Quang Tri province has identified this as a driving force project, and the locality has made efforts to support investors in completing procedures to implement the project, aiming to put it into operation before 2030, contributing to ensuring the goal of energy security. However, up to this point, the project has not yet achieved progress compared to the plan set out in the commitment between the investor and Quang Tri province.

The Acting Chairman of the People's Committee of Quang Tri province proposed that the consortium of investors soon have a representative office as well as professional staff in Quang Tri to facilitate communication and work exchange with the locality by early May 2025.

Early completion and handover of surveying documents, as well as land ownership, recovery of land area for project implementation, adjustment of detailed planning project and adjustment of investment policy to submit to Hai Lang District People's Committee to issue land recovery notice in accordance with regulations.

Quickly complete the procedures for converting forest use purposes and replanting forests, and submit them to competent authorities for approval so that Hai Lang district has a basis for approving compensation and site clearance plans. Urgently approve the feasibility study (FS) report before May 10 to serve as a basis for establishing an economic organization to manage the project in Quang Tri.

Acting Chairman of the People's Committee of Quang Tri province Ha Sy Dong also assigned the Department of Industry and Trade of the province to soon advise the People's Committee of the province to issue a document recommending the Ministry of Industry and Trade to direct relevant units to consider, review and take measures to resolve issues related to investors; at the same time, issue regulations related to electricity output consumption, electricity prices and time to mobilize electricity capacity of power plants in the form of independent power projects.
