According to the current regulations of the 2024 Social Insurance Law, female workers who give birth are entitled to 6 months of maternity leave and receive 100% of their average salary used for social insurance contributions. Extending the leave by an additional month for the second child allows mothers more time to recover their health, care for their newborn, and exclusively breastfeed for the first 6 months, as recommended by the World Health Organization.
Against the backdrop of declining birth rates in many urban areas and industrial zones, economic pressure and the difficulty of balancing work and family life are causing many young couples to hesitate to have children. The policy of 7 months of maternity leave is expected to contribute to maintaining replacement fertility rates and support women in fulfilling their role as mothers without sacrificing too many career opportunities.
Experts believe that for the policy to be effective in the long term, it needs to be combined with many other solutions such as expanding voluntary social insurance, developing the childcare system, supporting childcare, and building a family-friendly work environment. This is not only support for mothers today but also a long-term investment in human resources and the sustainable development of the country.
