Results from consensus and determination
Dong Thap is the upstream province of the Mekong Delta, bordering Cambodia, with a unique river ecosystem and fertile land, creating favorable conditions for agricultural and rural economic development. At the same time, this is also a region with great potential for unique ecological and cultural tourism.
Starting to implement the New Rural Development Program in 2011, Dong Thap faced many difficulties with a low starting point, weak infrastructure, high poverty rate (14.05%), average income per capita of just over 12 million VND/year, and each commune only achieving 7.16 New Rural Development criteria. Meanwhile, support resources were limited, natural disasters, low-lying terrain, and border areas posed many risks. However, thanks to the determination of the entire political system, the consensus of the people, and creative and flexible approaches, Dong Thap gradually overcame difficulties and achieved many positive results. To date, the province has completed 8/8 contents as prescribed in Decision 321/QD-TTg and 125/QD-TTg of the Prime Minister.
Authorized by the Prime Minister, Member of the Party Central Committee, Vice Chairman of the National Assembly Le Minh Hoan presented a certificate of recognition to Dong Thap province for completing the task of building new rural areas in 2024 to the provincial leaders.
After nearly 15 years of building a new rural area, Dong Thap has 2 district-level localities recognized by the Prime Minister as meeting advanced new rural standards; 12/12 districts meeting new rural standards; 114 communes meeting new rural standards; 58 communes meeting advanced new rural standards; 6 communes meeting model new rural standards. Average income per capita in rural areas reached 68,498 million VND/person/year (an increase of 55,857 million VND compared to 2011); the poverty rate decreased from 14.05% (2011) to 1.08% (2024).
Dong Thap's socio-economic picture has many positive changes. Specifically, the scale of GRDP in 2024 will reach 122,764 billion VND, 3 times higher than in 2011, ranking 6th in the Mekong Delta. Average GRDP growth will reach 5.66%/year, of which the agriculture - forestry - fishery sector will increase by 4.15%, industry - construction will increase by 7.5%, and services will increase by 6.31%. Average income in rural areas will reach 68,498 million VND/person/year, among the top in the region. The poverty rate will decrease to 1.08%, expected to decrease to 0.88% by 2025.

Dong Thap currently ranks fourth in the country and first in the Mekong Delta in the number of OCOP products with 581 recognized products, attracting 246 participants to initially maximize the potential of local products and traditional cultural values. Notably, in the process of building a new rural area, "Smart Village" has become a model, a prominent model with a difference of Dong Thap. By the end of 2024, in the province, 6 communes have Smart Villages that are assessed as qualified (including: Tan Thuan Tay, Dinh Yen, Binh Thanh, My Xuong, Doc Binh Kieu, Tan Nhuan Dong). Many good models and creative ways have been implemented such as: the model of farmers reusing organic waste, agricultural by-products; smart village model; agricultural tourism model associated with safe mango production, "my mango tree"; Assembly Hall model...
Dong Thap has also done a good job of mobilizing resources to implement the program. In the period of 2011 - 2024, the total mobilized resources for investment in building new rural areas in the province is 110,525.243 billion VND. Of which, the notable contribution from the people and the community is 5,267.676 billion VND.
New countryside - a journey without end
Recognizing and appreciating the efforts, determination and overcoming difficulties of the entire political system and the people of Dong Thap province in the program of building new rural areas, on June 26, 2025, Deputy Prime Minister Tran Hong Ha signed Decision No. 1360/QD-TTg recognizing Dong Thap province as having completed the task of building new rural areas in 2024. This is an honor and pride of the Party Committee, government and people of Dong Thap province, affirming the strong and steady development of the province in the process of industrialization and modernization of agriculture and rural areas.
Speaking at the announcement ceremony, comrade Le Minh Hoan - Member of the Party Central Committee, Vice Chairman of the National Assembly, former Secretary of Dong Thap Provincial Party Committee could not hide his joy when seeing his province achieve impressive results, escaping the "curse of seclusion". Looking back at the journey of the entire political system and the people working together, comrade Le Minh Hoan shared that building the new rural area in Dong Thap is like planting rice: everyone has an important role to play together to create sustainable values. From people donating land, building houses, to establishing production organizations, and most importantly, the change in thinking, turning each person into the true owner of their homeland is an important factor in the success of building the new rural area.

Affirming that the achievements Dong Thap has achieved today are very valuable. Especially Dong Thap is entering a new context, the rearrangement of the administrative apparatus, deeper decentralization to the grassroots level along with the explosion of science and technology, innovation and digital transformation will be a great opportunity for Dong Thap to promote dynamism, bringing progress and civilization to the villages and countryside.
To build sustainable rural areas and improve people's lives, comrade Le Minh Hoan suggested that Dong Thap should focus on integrating the new rural program and sustainable poverty reduction to optimize resources, aiming to improve material and spiritual life, arouse people's internal strength and self-reliance; shift the focus from physical infrastructure to human infrastructure; diversify livelihoods by developing services, tourism, craft villages and OCOP products; bring science, technology and knowledge to villages; change the mindset of rural planning. The ultimate goal is to build "Smart Villages" and "Happy Villages", where people can access new knowledge, apply technology, live in harmony and know how to share, so that Dong Thap can truly become a land worth living, worth returning to and proud of.

Speaking at the ceremony, comrade Le Quoc Phong - Member of the Party Central Committee, Secretary of the Provincial Party Committee thanked and appreciated the sentiments that the Vice Chairman of the National Assembly, former Secretary of the Provincial Party Committee had given to the province. At the same time, he seriously accepted the comrade's instructions to continue to maintain the values of the new rural province, promote better, quickly achieve new results to bring Dong Thap to develop quickly and sustainably.

Provincial Party Secretary Le Quoc Phong said that today's achievements are the crystallization of contributions from the people, leaders through the periods, businesses and friends near and far. This is a valuable asset for Dong Thap to continue to develop breakthroughs, towards ecological agriculture, modern countryside and civilized farmers. Affirming that the view of building a new rural area "has no end point", Dong Thap is determined to build a comprehensive new rural area after 2025, going beyond infrastructure to create a living environment, people, a modern agricultural ecosystem and a sustainable community.
On this occasion, 45 collectives and 66 individuals received Certificates of Merit from the Chairman of the Provincial People's Committee for their outstanding achievements in building Dong Thap province to meet NTM standards.
