The ceremony was presided over by comrades: Tran Thanh Man , Member of the Political Bureau, Secretary of the Party Committee of the National Assembly, Chairman of the National Assembly; Nguyen Trong Nghia, Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Propaganda Department; and Vu Trong Lam, Director and Editor-in-Chief of the National Political Publishing House.
Attending the ceremony were leaders and former leaders of the Party and State; leaders of central committees, ministries, branches, organizations and agencies; experts and scientists; full-time National Assembly deputies at the central level, representatives of some National Assembly delegations, representatives of the Club of Former National Assembly Deputies; members of the Steering Committee and Editorial Team of the book.
The book "The National Assembly in the Process of Renovation to Meet the Requirements of Building and Perfecting the Socialist Rule of Law State of Vietnam" by General Secretary Nguyen Phu Trong was edited and published by the Party Caucus of the National Assembly in coordination with the National Political Publishing House and related agencies.
This book compiles 95 articles, speeches, and interviews by General Secretary Nguyen Phu Trong, reflecting his profound strategic thinking and vision on building and perfecting the socialist rule of law state of Vietnam, of the people, by the people, and for the people; it also reflects his close attention to reforming the organization and operation of the National Assembly to meet the requirements of the new situation.
The book is divided into three parts.
Part One: Building and Perfecting the Socialist Rule of Law State of Vietnam, comprising 15 articles, speeches, and interviews by General Secretary Nguyen Phu Trong on socialism and the path to socialism in Vietnam; building and perfecting the socialist rule of law state of Vietnam; the relationship between Party leadership, State management, and people's ownership; reforming the organization and operation of some institutions in the rule of law state such as the Government, People's Courts, People's Procuracy, State Audit Office, and local governments…
Part two: Reforming the organization and operation of the National Assembly, comprising 80 articles, speeches, interviews, letters, etc., by General Secretary Nguyen Phu Trong on the reform and development of the Vietnamese National Assembly, especially during his time as Chairman of the National Assembly, directly supervising the research and amendment of the 2013 Constitution - an extremely important task for the development of our country in the recent period; on new developments in parliamentary diplomacy; reforming and improving the quality of the work of National Assembly deputies and the National Assembly's support apparatus.
Part three: The trust, support, consensus, and affection of officials, the people, and international friends towards Comrade Nguyen Phu Trong, a selection of 57 representative opinions from officials, Party members, intellectuals, National Assembly delegates, voters nationwide, and international friends, expressing their perspectives, thoughts, and feelings regarding the leadership and guidance of Comrade Nguyen Phu Trong.
These articles express the respect, affection, agreement, and support of the people for Comrade Nguyen Phu Trong; and at the same time, their trust and expectations in the cause of national renewal, in the construction of a socialist rule of law state in Vietnam, in which the National Assembly, as the highest state power organ and the highest representative body, represents the will and aspirations of the Vietnamese people.

At the ceremony, Central Committee member, Vice Chairman of the National Assembly, and head of the book's editorial team, Nguyen Khac Dinh, affirmed that the book "The National Assembly in the Process of Renovation to Meet the Requirements of Building and Perfecting the Socialist Rule of Law State of Vietnam" is the culmination of the strategic thinking, vision, responsibility, and dedication of a true communist, for the country and the people, of the leader of our Party.
Every article, speech, and interview in General Secretary Nguyen Phu Trong's book affirms his unwavering commitment, steadfastness, and absolute loyalty to the Party's revolutionary cause and to the task of building and defending the socialist Vietnamese Fatherland in the new era.
This is reflected in the following important values and meanings: Firstly , the book summarizes the achievements in the development of the theory of socialism and the path to socialism; it supplements and develops the theory of the rule of law and the practical process of building the socialist rule of law state of Vietnam, of the people, by the people, and for the people, led by the Communist Party of Vietnam.
Secondly , the book contains profound theoretical and practical values for continuing to innovate the organization and operation of the National Assembly in the process of building a socialist rule of law state in Vietnam in the current period.
Thirdly , the book is a valuable and practical research document that helps cadres, Party members, and people from all walks of life to firmly grasp the guiding principles of our Party, headed by General Secretary Nguyen Phu Trong, regarding the reform of the organization and operation of the Vietnamese National Assembly, as well as the building and perfecting of the socialist rule of law state in Vietnam.
To spread the value of this precious book to a wider readership, in addition to publishing the print version, the National Political Publishing House is also publishing an electronic version of the book for readers on the website https://sachquocgia.vn.
Speaking at the ceremony, Politburo member and National Assembly Chairman Tran Thanh Man instructed that, in the coming period, in order to widely disseminate the content of the book to a large number of cadres, Party members, voters, and people from all walks of life, it is necessary to focus on doing well in a number of areas.
Firstly , immediately after the book launch, the Central Propaganda Department, in coordination with the Standing Committee of the National Assembly, the National Political Publishing House, and news agencies, focused on publicizing and introducing the book's content to a wide range of cadres, Party members, voters, and the people through various rich, creative, practical, and appropriate forms; and developed study materials for researching and understanding the book's content.
Secondly , the National Assembly will thoroughly study and understand the guiding principles of the Party and General Secretary Nguyen Phu Trong in order to effectively implement them in leadership, direction, and management of the tasks and powers of the National Assembly and its agencies, as well as in advisory activities serving the National Assembly in general, thereby contributing to further improving the quality, effectiveness, and efficiency of the National Assembly's operations.
Thirdly , Party committees and organizations should promptly organize for cadres and Party members to thoroughly study and understand the content of the book; incorporate the study, understanding, and implementation of the Party's guiding principles and those of General Secretary Nguyen Phu Trong into the content of Party branch meetings; and help cadres, Party members, and all strata of the people and voters nationwide to more deeply understand the important thoughts, viewpoints, and orientations of the Party, led by General Secretary Nguyen Phu Trong, on continuing to build and perfect the socialist rule of law state of Vietnam in general and continuing to reform the organization and operation of the National Assembly in particular.
Through this book launch ceremony, Party committees, Party organizations, cadres, Party members, people from all walks of life, agencies of the National Assembly, and National Assembly deputies will gain more information and a clearer understanding of the value, significance, and content of the book. This will help them better grasp the Party's guiding principles on building and perfecting the socialist rule of law in Vietnam, as well as the organization and operation of the National Assembly. From there, they can make more positive contributions to the country's renewal process and contribute to the successful achievement of the goal of a prosperous people, a strong nation, democracy, fairness, and civilization.
