Dear members of the Politburo , members of the Secretariat, and members of the Central Committee of the Party,
Distinguished delegates attending the conference.
In implementing the work program for the entire term, today the Central Committee opens its 15th Conference - the final Central Committee Conference of the 13th Party Congress term - to consider and give opinions on the tasks to successfully organize the 14th National Congress of the Party. On behalf of the Politburo and the Secretariat, I warmly welcome the Central Committee members and delegates attending the conference, and send you my warmest greetings, sincere regards, and best wishes for health and success.

The 15th Central Committee Conference focused on resolving three major and important issues, namely: (1) The group of issues concerning personnel work for the 14th Party Congress, (2) The group of issues concerning the draft content of documents to be submitted to the 14th Party Congress, (3) Work to organize the 14th Party Congress such as: Working regulations, election regulations at the 14th Party Congress; Report on inspection, supervision and disciplinary work of the Party during the 13th Party Congress term; Report on inspection, supervision and disciplinary work in 2025, direction and tasks for 2026; on the policy of summarizing 100 years of the leadership of the Communist Party of Vietnam (1930 - 2030) with the Vietnamese revolution and summarizing 40 years of implementing the Platform for building the country in the transitional period to socialism; Report on organizational work to serve the 14th Party Congress and some other related contents.
You received the conference materials last weekend, and I believe you have all studied them carefully and are ready to contribute your opinions during the conference.
To ensure the conference's success, I have a few suggestions for you all.
Firstly, regarding personnel matters for the 14th Party Congress.
At the 13th and 14th Central Committee meetings, based on the proposals of the Politburo, the 13th Central Committee unanimously voted to nominate personnel to participate in the Central Committee (both full and alternate), and to nominate personnel to participate in the Politburo and Secretariat of the 14th Party Congress, basically ensuring the structure, number, standards, and conditions in accordance with the Party's charter, regulations, and the Party's Personnel Work Guidelines for the 14th Party Congress.
In implementing the Resolution of the 14th Plenum of the 13th Central Committee, the Politburo focused on directing the remaining preparations for the 14th National Congress of the Party; and directed the Personnel Subcommittee to continue supplementing and perfecting the personnel plan for the 14th Party Congress. At the meetings of the Personnel Subcommittee of the 14th Party Congress and the Politburo meetings, key leaders and Politburo members, with the revolutionary spirit of communist party members, placing the interests of the Party, the people, the nation, and the country above all else, discussed, analyzed thoroughly and thoughtfully, considered many aspects comprehensively and specifically, and reached a very high level of consensus in nominating personnel to participate in the Central Committee, Politburo, and Secretariat of the 14th term, and key leaders of the Party and State for the 2026-2031 term.
At the 15th Central Committee Conference, based on the contents of the Political Bureau's submissions, it is requested that the Central Committee members discuss and contribute ideas to finalize the report of the 13th Central Committee on personnel matters for the 14th Central Committee, to be submitted to the 14th National Congress of the Party and the 1st Central Committee Conference of the 14th term for decision and organization of elections according to regulations.
The preparation and nomination of personnel for the 14th Central Committee of the Communist Party of Vietnam is a particularly important task and a great responsibility for the Central Committee members as well as the entire Party. The selection of personnel for the Party's highest leadership to lead the implementation of very high, decisive, and urgent goals and tasks for national development in the new period must be thorough, certain, cautious, accurate, and in accordance with regulations, as the Central Committee has previously requested in its past Central Committee meetings.
Secondly, regarding the draft documents to be submitted to the 14th National Congress of the Party.
The Politburo has submitted a report to the comrades on the draft documents for the 14th Party Congress. All Party members and a large number of people highly appreciate the Central Committee's decision to integrate the content of three documents (including the Political Report, the Socio-Economic Report, and the Report on Party Building Work) into a single, unified, and synchronized Political Report. Following contributions from Party congresses at all levels and from comrades at the 14th Central Committee Meeting, nearly 14 million opinions from nearly 5 million cadres, Party members, and people have contributed to the draft documents (conducted from October 15, 2025 to November 15, 2025). The Document Subcommittee and the Politburo and Secretariat have finalized the draft documents for submission to the 15th Central Committee Meeting. This is truly a revolutionary and groundbreaking idea and approach in the process of drafting Party congress documents. This Party Congress term also garnered the largest amount of public input compared to previous congress terms. The Subcommittee on Documents for the 14th Party Congress carefully selected and incorporated as many relevant opinions as possible to further refine the Political Report. The collective wisdom and the wisdom of the people have been crystallized in the documents of the 14th Party Congress.
In order for the documents to become a "guiding light" and a "compass for action" for the entire Party and the entire people in building and developing the country in the new revolutionary period, the Central Committee of the Party requests that Central Committee members, Party committees at all levels, Party members, and the people continue to contribute their opinions on the content of the documents.
Based on the results of the work during the 13th National Congress of the Party, and from the practical experience of the Central Committee members who have been and are currently undertaking their duties, I propose that you contribute your opinions to improve the content of the Political Report and other documents to be submitted to the 14th National Congress of the Party, especially the Action Program of the Central Committee to implement the Resolution of the 14th National Congress of the Party.
Thirdly, regarding the preparations for the 14th National Congress of the Party.
The 14th National Congress of the Party is scheduled to be held from January 19th to January 25th, 2026 in Hanoi, with 1,586 delegates representing over 5 million Party members. The Politburo and the Secretariat have directed the implementation of resolutions and conclusions of the Central Committee and the Politburo regarding the preparation for the 14th Party Congress. The content of the documents and personnel matters have been reported above. The organization and service for the Congress also need to be meticulously prepared, ensuring security, safety, and adherence to Party regulations. Therefore, I request that you carefully study the reports of the subcommittees and the contents presented by the Politburo and the Secretariat to the conference, providing feedback and suggestions to ensure that this work is as thorough and complete as possible, contributing to the success of the 14th National Congress of the Party.

With the above agenda, I propose that you all focus your intellect, responsibility, frankness, objectivity, and impartiality in selecting personnel to be nominated for the 14th Party Congress, and in contributing opinions on the agenda items of the Congress.
