What is military service?
Based on the provisions of the 2015 Military Service Law, military service can be understood as the glorious duty of citizens to serve in the People's Army. Fulfilling military service includes serving in active duty and serving in the reserve corps of the People's Army.
Citizens of military service age, regardless of ethnicity, social class, beliefs, religion, educational level, occupation, or place of residence, must fulfill their military service obligations as stipulated in the 2015 Military Service Law.
Citizens serving in the Coast Guard and fulfilling their obligation to participate in the People's Public Security Force are considered to be performing active military service.
Citizens falling under one of the following categories are recognized as having completed their military service during peacetime:
- Core militia members who have completed their militia service obligations, including at least 12 months of service as a permanent militia member;
- Completed duties serving in the commune police force continuously for at least 36 months;
- Officials, civil servants, public employees, and university graduates or higher, who have been trained and commissioned as reserve officers;
- Young people who have graduated from university, college, or vocational school and volunteer to serve in economic -defense units for 24 months or more, according to a plan decided by the Prime Minister;
- Citizens who have served on fisheries patrol vessels for 24 months or more.
Military conscription schedule for 2024
Military service (or compulsory military service) is the act of a citizen serving for a fixed term in the standing forces of the People's Army and the Coast Guard.
According to Article 33 of the 2015 Military Service Law, citizens are called up for military service once a year, usually in February or March; a second call-up may be made if necessary for national defense and security reasons. For localities experiencing disasters or dangerous epidemics, the call-up time may be adjusted.
Therefore , based on the regulations mentioned above, it can be determined that the time for calling citizens for military service in 2024 will take place around February or March 2024.
When should the conscription orders for 2024 be delivered to citizens?
Based on the provisions of Article 34 of the 2015 Military Service Law:
- The Prime Minister decides on the timing and number of conscription calls for provinces and centrally-administered cities (provincial level); decides on the second conscription call; and decides on adjustments to the number and timing of conscription calls for the provincial level, as stipulated in Article 33 of the 2015 Military Service Law.
- Based on the Prime Minister's decision, the Minister of National Defense decides the number of citizens to be conscripted into military service for units under his/her authority in each provincial-level locality.
- The Chairman of the Provincial People's Committee decides on the number of citizens to be called up for military service for the district-level localities.
- The commanders of provincial and district-level military agencies are responsible for advising the Chairpersons of the People's Committees at the same level on assigning the number of citizens to be conscripted into the military to the district and commune levels; and for directing the selection of citizens for military service.
- The Chairman of the People's Committee at the district level decides on the number of citizens to be called up for military service for the commune-level localities; and decides on the list of citizens to be called up for military service based on the proposal of the Military Service Council at the same level.
- The head of the district-level military command issues a conscription order to each citizen. The conscription order must be delivered to the citizen 15 days before the date specified in the order.
Therefore, based on the above regulations, the conscription order must be delivered to the citizen 15 days before the date specified in the order.
