We have visited Lien Son 2 village many times, and each time we feel the strong transformation taking place in the lives of the Raglay people there. The sounds of concrete mixers, compactors, and the laughter and chatter of workers fill the air, as they diligently construct 11 internal village roads using funds from the National Target Program 1719. The kindergarten has been renovated, creating a favorable learning environment for 71 preschool children. Funding from the National Target Program 1719 has also provided financial assistance to the Raglay people to purchase breeding cattle, creating livelihoods, and installing a clean water system, improving their quality of life.
Mr. Mang Cung, Head of Lien Son 2 village, enthusiastically shared information about the lives of the Raglay people. The village has 604 households with 2,392 inhabitants, of which 552 households with 2,151 people are Raglay, accounting for nearly 90% of the village's population. The people's livelihoods depend on income from cultivating 12 hectares of rice paddies, 30 hectares of land for growing crops, combined with livestock farming and upland farming. As of the end of 2023, there were still 122 poor households with 562 people in the village, accounting for 20.2% of the total households.
Lien Son 2 is a particularly disadvantaged village that has benefited from national target programs. In 2022-2023, Project 1 of the National Target Program 1719 provided 230 million VND in support to 23 Raglay ethnic minority households in Lien Son 2 village, helping them purchase cattle and goats for livestock farming and vocational training. Simultaneously, it provided 33 million VND to 11 households to help them install clean water systems for daily use.
Project 4 also invested 1,132 million VND, of which 615 million VND came from the central government budget and 517 million VND from the Ninh Phuoc district budget. This funding was used to maintain and repair 1,107 meters of internal village roads, effectively meeting the transportation and agricultural product delivery needs of the people. Project 4 also provided 210 million VND to Lien Son 2 Kindergarten to repair the fence, toilets, and repaint classrooms, making them more attractive and encouraging children to stay at the school.
From the beginning of 2024 to the present, Project 1 of the National Target Program 1719 has provided 398 million VND in support, combined with 20.9 million VND in matching funds from the people, helping 13 households purchase 26 large-sized Sindhi crossbred cows, estimated at approximately 200 kg/cow. The contracted unit supplying the breeding stock committed to providing free vaccinations and treatment for the project cows for one year. During the one-year rearing period, if a cow does not become pregnant, the supplier will replace it with another cow for the people. The signing of the cow delivery contract was witnessed by the government and relevant organizations, creating a positive atmosphere and helping people feel secure in raising cows for breeding purposes, thus achieving sustainable poverty alleviation.
Thanks to national target programs, the Raglay people are striving to improve their livelihoods and stabilize their lives. Lien Son 2 village aims to reduce the number of poor households by 43 by the end of 2024. Several households in the village have received capital support for vocational retraining from National Target Program 1719, helping them escape poverty, including: Mang Luom, Mang Thi Dieu, Mang Lo, Mang Vu, Mang Can, Mang Den, and Y Na. Twelve poor households in the village have received support to build "Great Solidarity" houses, ensuring the "three solid" criteria (solid roof, solid foundation, solid walls), valued at 100 million VND per house. Construction on these houses began in early November and is expected to be completed before the Lunar New Year of 2025.
Mr. Mang Cung took us to visit the Raglay people in Lien Son 2 village. Ms. Mang Thi Bien, a villager, happily said: “My family is a poor household, but we received support from the authorities to buy two breeding cows, which we have been raising since June 2024. My husband and I are trying our best to take care of them so they thrive and give birth to calves, which will help our family earn an income and escape poverty.”
It can be affirmed that the National Target Program 1719 has created livelihoods that help the Raglay ethnic minority people in Lien Son 2 village to have the opportunity to do business, increase their income, and rise out of poverty sustainably.
With funding of VND 1,585.4 million from the National Target Program 1719, Phuoc Vinh commune is currently carrying out maintenance and repair work on 11 internal village roads in Lien Son, totaling 1,494 meters in length. The completed transportation projects will create a new rural landscape for the ethnic minority community, fostering socio -economic development and comprehensively improving the lives of the people.
