Car screens and dashcams of unknown origin sold on Shopee are being inspected.

Following the conclusion of the training program on preventing and combating violations on e-commerce platforms held in Quang Ninh on July 1-2, the E-commerce Team of the General Department of Market Management continued to review information on e-commerce platforms. Suspecting violations stemming from a product listing on Shopee under the name "Oledpro Car Screen Warehouse," which advertised a car screen under the name "Oledpro Screen Warehouse," the E-commerce Team quickly verified the business location of the account.

Accordingly, recently, the E-commerce Inspection Team of the General Department of Market Management visited address No. 22 Cau Dat Street, Chuong Duong Ward, Hoan Kiem District, Hanoi City to inspect the compliance with the law in the production and business of goods and services by Mr. Ng.C.Ph, born in 1998 in Ha Nam . This address is a building, and the individual rents a unit to use as a storage and business location for goods.

However, after six hours at the inspection site, the entrance to the warehouse remained closed, the lights off, and the door locked from the inside, despite the inspection team's attempts at persuasion and the representative who signed the lease agreement repeatedly urging them to proceed with the inspection.

When the inspection team arrived at the scene, the owner of the goods was still locking the entrance to the storage facility.

It wasn't until 8 PM that same day, when Mr. Ng.C.Ph – the owner of the establishment – ​​arrived to give instructions, that the individuals cooperated and opened the doors to allow the inspection team to carry out their assigned duties.

After the inspection decision was announced and the relevant legal compliance issues in the production and business of goods and services were explained, the business owner and employees cooperated with the inspection team in carrying out the inspection as stipulated in the issued decision.

At the time of inspection, authorities confirmed that Mr. Ng.C.Ph was operating as a household business, but did not yet have a household business registration certificate as required by law.

The E-commerce Team of the General Department of Market Management inspected compliance with the law in the production and trading of goods and services at the goods storage and trading location of Mr. Ng.C.Ph.

Mr. Ph.'s establishment primarily deals in car screens and dashcams under the Oledpro and X7 Metal Shell brands. However, the labels do not indicate the origin or source of the goods; they do not specify the organization or individual responsible for the goods; and there are no invoices or documents proving the origin or source of the goods.

During the inspection, the inspection team recorded 43 car screens of the brands Oledpro X4s, Oledpro X8s, Oledpro A5, Oledpro series X4, Oledpro series X5s, and 95 car dashcams of the brand X7 Metal Shell. The shipment had a listed value of over 130 million VND. All of the goods lacked invoices and documentation, and their origin was unclear.

Mr. Ph.'s business primarily deals in car screens and dashcams under the Oledpro and X7 Metal Shell brands.

During the inspection, Mr. Ph. admitted that all the goods were purchased by the establishment from the open market, without invoices or documents, of unknown origin, and he did not know the name or address of the seller.

All the goods here lack the required invoices and documentation.

The shipment is valued at over 130 million VND according to the listed price.

Regarding the inspection of compliance with e-commerce regulations, Mr. Ph. denied being the owner of the account https://shopee.vn/gbtech_tongkhomanhinholedpro, which the inspection team found to be in violation of regulations. He also stated that he is the owner of the account https://shopee.vn/nguyencongphan12?is_from_login=true.

Shortly thereafter, the E-commerce Task Force determined that Mr. Ph. was using this Shopee account link under the name DC Auto 9, with over 5,000 followers, to post and sell Oledpro car screens and dashcams.

Besides selling on the Shopee e-commerce platform, a large quantity of goods is also sold directly at the address located at 22 Cau Dat Street, Chuong Duong Ward, Hoan Kiem District, Hanoi City.

All the goods were sold on a Shopee account with over 5000 followers.

The inspection team proceeded to draw up a temporary seizure report and a sealing report for all the aforementioned goods for processing according to the law. At the same time, the inspection team drew up an administrative violation report against Mr. Ng.C.Ph for the following offenses: Failure to register a business in cases where registration is required; and trading in goods of unknown origin.

The inspection team proceeded to draw up a record of administrative violations against the offending business owner.

The inspection team requested the Director of the Market Management Department to issue a decision to temporarily seize all the aforementioned goods and transfer them to the Department's evidence storage facility for safekeeping. Simultaneously, the E-commerce Team will continue to investigate, verify, and work with the Shopee e-commerce platform to determine the connection between Mr. Ng.C.Ph and the Oledpro screen warehouse account, which he denies, in order to take appropriate action according to regulations.
