On November 12th, the People's Committee of Quang Ngai province approved the mineral reserves for common building materials at the Truong Xuan - Tho Loc sand mine located on the Tra Khuc River, in Tinh Ha commune, Son Tinh district (Quang Ngai).

Accordingly, the exploration area of the Truong Xuan - Tho Loc sand mine covers 6.8 hectares, with an approved reserve of nearly 140,000 m³ . Of this, nearly 95,500 m³ is construction sand, and the remainder consists of accompanying common construction materials such as gravel and pebbles.
This is one of seven sand mines that the Quang Ngai Provincial People's Committee put up for auction in early 2023. At the time of the auction, the estimated mineral reserves were approximately 136,000 m³ .
After successfully winning the auction and completing the procedures to obtain a mining license, the winning bidder discovered that the sand mine had been subjected to large-scale theft.

In mid-May 2023, Thanh Nien newspaper reported that sand thieves were operating openly, turning the Truong Xuan - Tho Loc sand mine into a "massive construction site" with dozens of trucks and sand-dredging rafts operating noisily. The company that won the auction was forced to seek assistance from authorities. Subsequently, authorities in Quang Ngai province launched a coordinated operation to crack down on sand theft in the area.
Representatives of the company that won the auction for the Truong Xuan - Tho Loc sand mine stated that the company had hired an independent unit to measure and determine the reserves at the approved area and elevation using specialized equipment. This resulted in accurate and realistic reserves, hence the difference between the current and previously stated figures.
Regarding the fact that the sand reserves remained undiminished despite large-scale, day-and-night sand theft, authorities explained that previously, estimated reserves were subjective and not based on actual measurements or field surveys, thus lacking accuracy. However, after the auction, the winning bidder conducted actual measurements, surveys, and explorations using equipment, resulting in much greater accuracy.
