In mid-December 2022, the Management Board of Priority Infrastructure Investment Projects of Da Nang City (the Management Board) commenced the Lien Chieu Port project, specifically the shared infrastructure component. Mr. Le Thanh Hung, Director of the Management Board, stated that according to the Master Plan for the Development of Vietnam's Seaport System for the period 2021-2030, with a vision to 2050, Da Nang port is the largest seaport in the Central region and one of the three largest and most important seaports in Vietnam (alongside the Lach Huyen international gateway port in Hai Phong and the Cai Mep-Thi Vai port in Ba Ria-Vung Tau). "The project is of significant importance in promoting investment to build the Lien Chieu port – an international gateway port in the Central coastal region – in order to strengthen regional and inter-regional connectivity, acting as a lever to promote the socio -economic development of Da Nang City and the region," Mr. Hung said.

MOTIVATIONAL ENGINEERING

Located at the end of the East-West economic corridor, possessing a full range of national highways, the Ho Chi Minh Highway, the North-South Expressway, and coastal roads connecting the Central Highlands and the Central Coast, Lien Chieu Port has the advantage of inter-regional transportation connectivity. In particular, after the renovation of Kim Lien station into a port-based cargo terminal, connecting with the North-South railway line, Lien Chieu Port will become a gateway port in Central Vietnam integrating all modes of transport. "Da Nang seaport also has the advantage of being the only port in Central Vietnam that can handle 30 container ship calls per week. This is an important prerequisite for attracting shipping companies to establish long-haul routes to Europe, North America, and Africa when the Lien Chieu terminals are put into operation," Mr. Hung added.

Since the commencement of construction on December 14, 2022, the Management Board, together with the consortium of contractors and relevant units, has coordinated with ministries and sectors to complete the handover documents for the sea area, complete the construction of temporary road D1 and the embankment of the dredged material storage area D3, D4, construct traffic routes and auxiliary works, and sign a contract to purchase the production rights for 38 sets of formwork with a Japanese company… The total value of construction output to date has reached approximately 135 billion VND.

Lieutenant Colonel Tong Thanh Phuc, Deputy General Director of Lung Lo Construction Corporation, said that the terrain for constructing Lien Chieu port is quite favorable, allowing for sea transport. The unit has worked with mineral mines and local authorities to supplement reserves, ensuring the supply for the project on schedule.

Experts believe that the shared infrastructure of Lien Chieu Port, once completed, will provide a foundation for the development of berths in the next phase. Currently, Lien Chieu Port is one of the seven key projects that Da Nang City is focusing on attracting investment for, and several large enterprises have been granted certificates by the Da Nang City People's Committee allowing them to conduct research on investing in the Lien Chieu seaport project. Among the functional zones (450 hectares), there is an 8-container zone capable of receiving vessels up to 8,000 TEU (phase 1) and, in the long term, up to 18,000 TEU (equivalent to 200,000 DWT). There are 6 general cargo berths capable of receiving vessels with a deadweight tonnage of 100,000 DWT (outer zone) and smaller vessels in the inner zone (approximately 30,000 DWT); and an inland waterway berth zone capable of receiving vessels with a deadweight tonnage of up to 5,000 DWT to serve the consolidation/distribution of cargo for the container and general cargo berth zones. Zone 6 includes liquid/gas cargo terminals in the breakwater area, capable of receiving vessels with a deadweight of 30,000 DWT; and railway warehouses for cargo handling and loading/unloading…

TO LIVE UP TO ITS TITLE AS A GATEWAY

With this "look," upon completion, Lien Chieu Port will be a lever, promoting the socio-economic development of Da Nang City and the Central Vietnam key economic region. Lien Chieu Port is located in Lien Chieu District, and the transportation of goods to and from the port does not have to pass through the inner city area… Mr. Le Trung Chinh, Chairman of the People's Committee of Da Nang City, affirmed that with the current growth rate of the city, the operation of goods through Tien Sa Port (in Son Tra District) affects traffic, as goods have to be transported through the inner city, causing congestion, safety hazards during peak hours, and impacting the lives and socio-economic development, as well as the tourism development environment. "Tien Sa Port cannot be expanded or assume the role of a special international gateway port in Central Vietnam due to limitations in development space and transportation connectivity. Therefore, the plan to invest in developing Lien Chieu Port to gradually replace Tien Sa Port, and progressively transform Tien Sa Port into a tourist port, is consistent with the development process of Da Nang City," Mr. Chinh said.

On the very first day of work after the Lunar New Year, the Secretary of the Da Nang City Party Committee, Nguyen Van Quang, inspected the project and affirmed that Lien Chieu Port is not only one of the key projects and driving forces, but also the most important project in Da Nang City at the present time. This further strengthened the resolve of the relevant units. "According to the 2023 plan, the Management Board and the consortium of contractors are committed to completing the disbursement plan of the allocated capital for the project," said Mr. Le Thanh Hung.

According to Resolution 43 of the Politburo on the development of Da Nang City by 2030, with a vision to 2045, the marine economy is one of the three main pillars. Da Nang City has also concretized this with five key areas, including seaports linked to logistics services, aiming to develop Da Nang into a maritime economic center and form a logistics service supply chain in Central Vietnam. The average growth rate of goods passing through Da Nang seaports is 10% per year. In 2020, the volume of goods passing through Da Nang port reached 11.4 million tons, and it is projected to reach 50 million tons by 2050. Therefore, investment in Lien Chieu port is necessary to serve development needs.

The shared infrastructure of Lien Chieu Port has a total investment of over 3,426 billion VND, of which over 2,994 billion VND comes from the central government during the 2021-2025 period, and the remainder from the Da Nang City budget. The project is scheduled for completion by December 2025, aiming to meet the infrastructure requirements for the two initial berths. The consortium of Phu Xuan Consulting and Construction Joint Stock Company, Lung Lo Construction Corporation, Truong Son Construction Corporation, Dacinco Investment and Construction Company Limited, and Xuan Quang Construction Joint Stock Company will carry out the work within 1,380 days.
