In addition to amending and supplementing existing laws to address immediate obstacles and difficulties, during 40 days of intense and urgent work, the National Assembly promptly considered and enacted many laws regulating new fields such as digital transformation, artificial intelligence, and e-commerce, along with a series of specific mechanisms to pave the way for breakthrough developments.
While in the economic field, notable laws include the amended Law on Tax Administration, the amended Law on Personal Income Tax, the amended Law on Planning, the amended Law on Public Debt Management, and the amended Law on Deposit Insurance, the National Assembly has passed amendments to several articles of the Law on Education; the amended Law on Vocational Education; the amended Law on Higher Education; and the Law on Population. A series of resolutions have also been passed stipulating special and superior mechanisms and policies for education and training; and for protecting, caring for, and improving the health of the people.
And it's impossible not to mention the "exceptional" mechanisms applied to the three major cities: Hanoi , Ho Chi Minh City, and Da Nang, to operate "institutional testing grounds" before scaling up the model. Special, unprecedented mechanisms have also been granted to exceptional projects requiring enormous capital and complex technology, such as the North-South high-speed railway project and the Gia Binh International Airport project…
In particular, at this session, the National Assembly conducted a thorough and comprehensive review of the work of state agencies during the 2021-2026 term; considered and decided on personnel matters in accordance with the Party's regulations and the State's laws; and at the same time, carefully discussed the draft documents to be submitted to the 14th National Congress of the Party, contributing intellect, dedication, and ideas for the country's development towards the goal of becoming a developing country with modern industry and high middle income by 2030, when the Party celebrates its 100th anniversary; and becoming a developed country with high income by 2045, the 100th anniversary of the founding of the Socialist Republic of Vietnam.
The 10th session concluded a vibrant term; and immediately following this session, the entire political system continued to prepare for the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term, and the 80th anniversary of the first general election to elect the Vietnamese National Assembly.
Looking back on the past five years, marked by numerous difficulties and challenges, National Assembly Chairman Tran Thanh Man affirmed that, together with other agencies within the political system, under the leadership of the Party, the National Assembly has made extraordinary efforts, adapted flexibly, acted decisively, maintained unity, and achieved fairly comprehensive results in the fields of constitutional drafting, legislation, supreme oversight, decision-making on important national issues, and parliamentary diplomacy.
In particular, the 15th National Assembly amended and supplemented several articles of the Constitution, proactively reforming its thinking in lawmaking, actively and promptly institutionalizing the Party's policies into law, affirming its pioneering role in institutional reform. National Assembly deputies, National Assembly agencies, and delegations contributed actively, wholeheartedly, and diligently, utilizing every minute to engage in frank and in-depth discussions and debates; listening to and reflecting on the aspirations and concerns of the people, as well as pressing practical issues, in order to propose realistic and fundamental solutions, placing the interests of the people at the center of all decisions…
The 15th National Assembly's term concluded with many important milestones in perfecting institutions, reforming procedures, and removing bottlenecks to development. These results create the necessary foundation for the country to enter a new breakthrough phase with higher demands on national governance, policy-making capacity, and supervisory effectiveness.
On that basis, the National Assembly continues to play a key role in ensuring a synchronized, feasible, and practical legal system; promptly institutionalizing the Party's policies; creating a stable environment for innovation, socio-economic development, and improving the quality of people's lives. This is also the expectation that voters nationwide have placed in the country as it prepares to enter a new National Assembly term.
