HNN - The project to expand and upgrade Nguyen Hoang Street - a key transportation route connecting the urban infrastructure of Hue City, with the relocation of 134 households, is considered a major "test" of the leadership and mass mobilization capacity of the political system at the grassroots level, directly involving the Party Cell of Residential Group 10, Kim Long Ward.

Comrade Do Thi Thanh Minh, Secretary of the Party Branch of Residential Area 10, said that in the early days when the land clearance plan was announced, the people in the area were very concerned, because land and houses are not only assets accumulated over a lifetime but also linked to the memories of many generations. Even some residents disagreed with the compensation and resettlement policies.

Faced with this situation, the Party Committee determined that relying solely on administrative documents would not create consensus among the people. The only "key" at this point was the exemplary spirit of Party members combined with the "effective people mobilization" model. The Party Branch Secretary and successively the Party members living along Nguyen Hoang Street were the first to sign the minutes agreeing to hand over the land and carry out the relocation, creating a positive ripple effect to the affected households. Mr. Dang Viet Khoang, a Party member of the Party Branch of Residential Area 10, shared: "When people saw that we were strictly complying, they followed suit. One house, two houses, then the whole neighborhood dismantled their houses and handed over the land for the project."

After setting an example, the Party Committee, along with the residential group, the Fatherland Front, and other organizations, continued to "go door to door, meet every person" to mobilize support, ensuring that all information about the project and all legitimate rights of the people were explained transparently and thoroughly. "We often went at night to meet the people. It was very difficult at first, but thanks to our persistence, we were able to persuade them. Almost every household happily agreed and voluntarily carried out the demolition," said Comrade Do Thi Thanh Minh.

Beyond fulfilling urgent political tasks such as land clearance for a key transportation project, the Party Cell of Residential Area 10 has also achieved success with many practical community movements. Among them is the "Green Sunday" movement, regularly held at 6:30 AM every week. From this movement, many "Model Alleyways" and "Model Lanes" focusing on green, clean, and bright spaces have been continuously recognized and commended by the higher-level Party Committee.

“All party members and citizens have voluntarily participated. Areas that were previously garbage hotspots are now cleaned up and tidy. People's awareness has changed significantly; garbage disposal times and waste sorting are also strictly followed to avoid affecting the common areas,” shared Ms. Chau Thi Loan, a party member in the Party Branch.

Building upon the "Green Sunday" movement, the Party branch skillfully integrated the "Community Sunday" movement, actively collecting recyclable waste such as cans, plastic bottles, and scrap paper, combined with funds raised from benefactors to build a social welfare fund. "The movement has been maintained for over four years now, and the accumulated funds have become a great source of comfort for many disadvantaged individuals, including elderly people living alone, poor households, disabled children, and underprivileged students," added Ms. Chau Thi Loan.

Sharing about the efforts of all party members in the Party Branch over the past period, Comrade Do Thi Thanh Minh said: “It is unity that has helped us excellently and quickly complete the assigned tasks. Any activity or movement must be approved by the party members. If there is no consensus, we will discuss, calculate, and find the root cause of the problem to resolve it. Only when everyone is in agreement do we proceed.”
