Expansion of the Ho Chi Minh City - Trung Luong - My Thuan Expressway: The largest privately funded PPP project in the country.

The only expressway connecting Ho Chi Minh City to the Western region, the Trung Luong - My Thuan route, will be expanded to 8 lanes, with a total investment of 36,172 billion VND.

On December 19th, in Dong Thap province, the Ministry of Construction, in coordination with a consortium of investors, held a groundbreaking ceremony for the expansion project of the Ho Chi Minh City - Trung Luong - My Thuan expressway. The project is being implemented under a public-private partnership (PPP) model, marking a significant step in mobilizing social resources for the development of strategic transportation infrastructure in the Mekong Delta region.

The project has a total investment of over 36,172 billion VND, without using state budget funds. The expressway, over 96km long, passes through Ho Chi Minh City, Tay Ninh province, and Dong Thap province and is invested under a BOT (Build-Operate-Transfer) contract, with 100% of the capital mobilized from the private sector. This is the largest privately-funded BOT transportation project in the country to date.

The consortium of investors includes Deo Ca Group, Ho Chi Minh City Infrastructure Investment Joint Stock Company, Tasco Joint Stock Company, Hoang Long Construction Investment Corporation - JSC, and CII Services and Investment Company Limited.

According to the design, the Ho Chi Minh City - Trung Luong section will be expanded to 8 lanes with a design speed of 120 km/h; the Trung Luong - My Thuan section and the section from the An Thai Trung intersection to My Thuan 2 bridge will be completed with 6 lanes and a design speed of 100 km/h.

Besides widening the road surface, the project also includes the investment in a comprehensive intelligent transportation system (ITS), modern rest stops, and toll stations, aiming for international highway standards. The project is expected to be completed and put into operation in 2028.

The Ho Chi Minh City - Trung Luong - My Thuan Expressway is a highway connecting to the Mekong Delta provinces, reducing travel time to My Thuan to 1 hour and 45 minutes, compared to over 3 hours on National Highway 1. The Ho Chi Minh City - Trung Luong section, after 14 years of operation, frequently experiences traffic congestion, while the Trung Luong - My Thuan section, in its two years of operation, lacks an emergency lane and has seen numerous accidents.

The Ministry of Construction assesses that expanding the entire route will reduce traffic congestion and accidents, while increasing connectivity between ports, border gates, and economic centers in the South, creating new development opportunities for the entire region.

Speaking at the ceremony, Mr. Bui Xuan Dung, Deputy Minister of Construction, shared that the Ho Chi Minh City - Trung Luong - My Thuan expressway is a vital transportation artery for the Southern key economic region and the Mekong Delta.
