
According to the Vice Chairman of the People's Committee of Tay Ninh province, Doan Trung Kien, the province will continue to improve mechanisms and policies to create conditions for the stable and sustainable development of notary activities; strengthen the dissemination of laws on notarization and promote digital transformation in this field to better meet the needs of people and businesses.
Regarding the development of notary practice organizations, the Department of Justice will review and update information on the registration and practice of notaries in the area; develop notary practice organizations under control, rationally distributed according to population density, linked to actual needs and the socio-economic development orientation of each locality.
According to the roadmap from 2026 to 2030, Tay Ninh will allow the establishment of a notary office in communes and wards that do not yet have a notary practice organization; no new offices will be established in areas where organizations are already operating. The province will also support and facilitate the establishment of notary offices as private enterprises in areas with difficult socio-economic conditions, while simultaneously converting or dissolving notary offices in accordance with the law. From 2030 onwards, Tay Ninh will continue to expand the notary network in areas where there is a shortage, but will not allow the establishment of new offices in communes and wards that already have three or more notary offices. Regarding the notary workforce, Tay Ninh will develop a professional and high-quality system that meets social needs; while strengthening the assessment of appointment and reappointment applications, regularly reviewing and recommending dismissal for those who no longer meet the qualifications and standards for practice; and strictly managing notary apprenticeship programs. The province is strengthening the effectiveness and efficiency of state management through regular or unscheduled inspections and audits of notary offices; promptly detecting and strictly handling violations of the law; and regularly compiling difficulties and obstacles to advise competent authorities on solutions.
According to the Tay Ninh Department of Justice, the project aims to continue implementing the policy of socializing notary activities; ensuring the stable and sustainable development of the notary profession, creating favorable conditions for people and businesses to access notary services, thereby ensuring legal security for transactions and protecting the legitimate rights and interests of organizations and individuals. The province aims to innovate notary activities to meet the requirements of socio-economic development and judicial reform; raising awareness among agencies, organizations, and people about the position and role of notary activities as well as the legal value of notarized documents. The development of the notary workforce and notary practice organizations will also be emphasized, focusing on sufficient numbers, ensuring quality, and promoting the application of information technology and digital transformation.
Currently, Tay Ninh province has 66 notary organizations, including 63 notary offices and 3 notary chambers, with 155 practicing notaries. Over the past period, these organizations have handled a large volume of notarization and authentication requests from the public, contributing to ensuring legal security for transactions, preventing disputes, actively supporting administrative and judicial reforms, and promoting local socio-economic development. However, according to the Department of Justice, notary activities in the province still have some limitations, such as uneven distribution of notary organizations, mainly concentrated in central areas with developed socio-economic conditions; there are still 64 communes and wards without notary organizations. Although the quality of the notary workforce has improved, there are still some cases with limited professional expertise; the awareness of some agencies, organizations, and individuals regarding the role of notarization is still incomplete.
