
The province has developed an investment plan to expand the urban water supply network in Quang Ninh by 2030, with a specific roadmap and objectives. By the end of 2026, Quang Ninh aims to increase urban water coverage, ensuring that over 95.5% of the urban population receives clean water through centralized water supply systems, and over 70% of rural areas receive water. From 2027 to 2030, the province will continue to expand and improve the system, striving to achieve over 99% of the urban population receiving clean water through centralized systems by the end of 2030.
To realize the above objectives, the province is directing the implementation of a comprehensive set of solutions, including: perfecting planning and policy mechanisms; reducing water loss and improving the efficiency of the system's operation; increasing the mobilization of investment resources; accelerating land clearance and land management for projects; promoting communication and raising community awareness about the use of clean water; strengthening inspection, supervision, and evaluation of implementation progress; organizing the handover of the existing water supply system to Quang Ninh Clean Water Joint Stock Company for management and operation; and implementing a policy to support clean water prices for the people.
Simultaneously, the province is promoting investment in expanding and upgrading the existing water supply system, strengthening the management, protection, and development of raw water sources. Currently, nearly 93% of the urban population in the province has access to clean water through a centralized water supply system. In the first quarter of 2026, the province will complete and put into operation the An Sinh Water Treatment Plant and the Yen Lap Water Treatment Plant. The An Sinh Water Treatment Plant has a capacity of 90,000 m³/day, supplying clean water to the An Sinh, Dong Trieu, Binh Khe, and Mao Khe wards. The Yen Lap Water Treatment Plant has a capacity of 26,000 m³/day, supplying water to the Bai Chay, Quang Yen, and part of Uong Bi areas.

In 2026, Quang Ninh will continue to prioritize investment in expanding the water supply network to increase coverage, while also preparing to invest in key projects to ensure water security. The province will focus on building key water supply facilities, expanding urban water supply to concentrated rural residential areas, adjacent residential areas, and residential areas with favorable conditions; and effectively utilizing surface water supply facilities to serve people in rural areas.
Mr. Luong Van Manh, Deputy Head of the Technical Department of Quang Ninh Clean Water Joint Stock Company, said: In 2026, the province and the company will continue to invest in renovating and building water treatment plants and water supply infrastructure. Specifically, the company will increase the capacity of Dien Vong Water Treatment Plant from 60,000 m³/day to 90,000 m³/day to supply water to the former Ha Long and Cam Pha areas; invest in building Cam La Water Treatment Plant with a capacity of 15,000 m³/day to serve Lien Hoa, Phong Coc areas and neighboring industrial zones; increase the capacity of Kim Tinh Water Treatment Plant from 6,000 m³/day to 10,000 m³/day to supply water to Mong Cai 1, 2, and 3 wards. The company will also increase the capacity of Quang Yen Water Treatment Plant from 7,400 m³/day to 10,000 m³/day. Increase the capacity of Dong May Water Treatment Plant from 30,000 m³/day to 42,000 m³/day; invest in the construction of Luong Ky Water Treatment Plant with a capacity of 30,000 m³/day.

Currently, the total water supply capacity of the province is approximately 250,000 m³/day. Projects under implementation and those being prepared for investment will increase the total water supply capacity by approximately 84,000 m³/day. Specifically in 2026, Quang Ninh Clean Water Joint Stock Company will invest in an additional 50 km of transmission pipelines with diameters ranging from 70 mm to 400 mm, gradually completing the network and improving water coverage in urban areas and surrounding regions.
To implement investment projects, the province plans to allocate approximately 557 billion VND by the end of 2026 and approximately 570 billion VND by the 2027-2030 period. The development investment capital of Quang Ninh Clean Water Joint Stock Company will reach over 2,250 billion VND by the end of 2026 and over 2,633 billion VND by the 2027-2030 period. The total investment cost for expanding the urban water supply network throughout the province will exceed 6,010 billion VND.
Investing in expanding the urban water supply network not only meets the needs of daily life and production but also contributes to improving urban quality, enhancing the quality of life, protecting people's health, reducing diseases, and creating sustainable social values for Quang Ninh in its development process.
