The restructuring and streamlining of the organizational apparatus is likened to a "revolution," capable of creating a major transformation, changing outdated concepts and structures. However, to make this "revolution" successful, it requires appropriate methods and, above all, a very high level of political determination to overcome the challenges and obstacles.

As the head of our Party, General Secretary To Lam pays special attention to streamlining the organizational structure for greater efficiency and effectiveness. The General Secretary posed three questions to the heads of Party committees and the central personnel organization system: How can we create an efficient, effective, and effective Party apparatus and State organizational structure? How can we cultivate a team of cadres who are enlightened, dedicated to the nation, the people, and the Party's cause? Why must our Party choose the personnel aspect as the key? Finding reasonable answers to these three major questions is the prerequisite and basis for a major transformation of the organizational structure of the entire political system. Simultaneously, successfully implementing this "revolution" in streamlining the organizational structure will create a solid foundation and driving force to propel our country into an era of strong growth.
Despite its crucial role, streamlining and reorganizing the administrative apparatus has never been easy, if not extremely difficult and complex. This is because restructuring not only reduces the cumbersome, multi-layered, and overlapping organizational structures, but also directly impacts the rights, feelings, and aspirations of officials, civil servants, and employees. Therefore, organizational restructuring, coupled with downsizing, must be carried out cautiously, objectively, democratically, systematically, with a high sense of responsibility, and for the common good. In particular, it is essential to recognize that streamlining and reorganizing the apparatus is a necessary and urgent requirement at this time. Because when the organizational structure remains cumbersome, multi-layered, and even has shortcomings, it will reduce flexibility and even limit leadership, management, and operational capabilities. At the same time, if the limitations and weaknesses of the organizational structure are not addressed promptly, it will create a risk of wasting resources and reduce the people's trust in the leadership of the Party and the State.
In response to this need, the Sixth Plenum of the 12th Central Committee issued Resolution No. 18-NQ/TW on October 25, 2017, on several issues concerning the continued reform and streamlining of the political system's organizational structure for effective and efficient operation. Resolution No. 18-NQ/TW, with its specific viewpoints, objectives, tasks, and solutions, has contributed to guiding and accelerating the process of streamlining the organizational structure of the entire political system. Thanh Hoa is one of the localities that has been seriously and systematically implementing Resolution No. 18-NQ/TW and has achieved many significant results.
A notable achievement of Thanh Hoa in implementing Resolution No. 18-NQ/TW is the impressive results in the reorganization of commune and village-level administrative units. Specifically, in the period 2016-2021, the province merged 143 communes to form 67 new communes, reducing the number by 76; and merged 3,100 villages and residential areas to form 1,522 new villages and residential areas, reducing the number by 1,578. With these results, Thanh Hoa is one of the localities that has implemented the most reorganization of commune and village-level administrative units nationwide.
Implementing the reorganization of district and commune-level administrative units in the 2023-2025 period according to Resolution No. 939/NQ-UBTVQH15 dated December 13, 2023 and Resolution No. 1238/NQ-UBTVQH15 dated October 24, 2024 of the Standing Committee of the National Assembly, the province has successfully merged Dong Son district into Thanh Hoa City. This has contributed to opening up new development opportunities for the provincial capital, helping Thanh Hoa City to become a smart, civilized, and modern city, and one of the top 5 cities directly under the province nationwide. With the merger of Dong Son into Thanh Hoa City and the merger of 23 communes to form 11 communes, Thanh Hoa province now has 26 district-level administrative units (22 districts, 2 towns, and 2 cities) and 547 commune-level administrative units.
Furthermore, during the period 2016-2021, Thanh Hoa province exceeded the target for downsizing the workforce in accordance with Resolution No. 39-NQ/TW (reducing the number of cadres, civil servants, and public employees by over 10%). In addition, the province also followed the roadmap and plan for workforce downsizing in the 2022-2026 period, reducing 5% of cadres and civil servants and 10% of public employees receiving salaries from the state budget...
The achievements from the implementation of Resolution No. 18-NQ/TW will serve as a foundation for Thanh Hoa to continue its efforts and determination to achieve new goals and tasks. One of these is the merger of departments, agencies, and units in accordance with the central government's guidelines; simultaneously, streamlining the apparatus with reducing staffing levels and restructuring the workforce to ensure qualified and capable personnel. This will be a challenging and complex task. Therefore, ideological work must precede other efforts to change mindsets, visions, and perceptions; it also demands strong willpower, determination, and a high level of unity and solidarity from the entire political system. More than ever, it is crucial to prioritize the common good and prioritize public interest above all else.
General Secretary To Lam emphasized: “The 100th anniversary of our country under the leadership of the Party and the 100th anniversary of the founding of the nation is not far off. To achieve strategic goals, it not only requires extraordinary efforts and outstanding endeavors, but also does not allow us to be slow, lax, inaccurate, inconsistent, or lacking in coordination at every step. To do so, we need to urgently implement a revolution in streamlining the organizational structure of the political system.” Thus, the “revolution” in streamlining the organizational structure at this time is a matter of determination and effective implementation, not just a matter of discussion. Only in this way can a truly great transformation be created, contributing to building a new foundation, potential, position, and prestige for the nation.
