The Kamchatka Peninsula, located about 7,100 km from Moscow, was affected by a storm over the weekend, and the rain is forecast to ease slightly by the end of Sunday.
"Currently, the search has yielded no results," Russia's state news agency RIA quoted Sergei Lebedev, the Kamchatka region's Minister of Emergency Situations, as saying.
Mr. Lebedev added that the slopes in the search area were covered with dwarf pine and other trees, making the use of equipment impractical.
Earlier, Russian media reported that a Russian helicopter with three crew members and 19 passengers on board had gone missing over the Kamchatka Peninsula in the far east.
Kamchatka, located nine hours from Moscow, is a popular tourist destination known for its pristine rivers, geysers, and volcanoes.
