According to a quick report from the Standing Office of the Provincial Civil Defense and Search and Rescue Command, on the night of August 23 and the morning of August 24, widespread rain continued to fall in Cao Bang province, with rainfall ranging from 11-38 mm. Heavy rain caused landslides and blocked many traffic routes. Floodwaters on rivers and streams rose rapidly, causing flooding in many towns and urban areas.

Flood water developments on the river, at 5:00 a.m. on August 24, the water level on the Bang Giang River was 182.04m, above the warning level of 30.08m. By 1:00 p.m. on the same day, there was heavy rain in some places, the water level on the Bang River continued to rise. The water level of the Gam River at the Bao Lac hydrological measuring station at 7:00 a.m. on August 24 was 196.05m, slowly falling. Flood water accumulated, causing some low-lying areas, riverbanks, streams, ponds, and lakes to be flooded. The most severely affected were in Xuan Hoa town, Ha Quang district; Quang Vinh commune, Tra Linh town, Trung Khanh district; Nuoc Hai town, Hoa An district; flooded low-lying areas along the Bang River and Hien River in Cao Bang city. According to preliminary information, there were about 200 houses affected and damaged, including 1 house completely collapsed, nearly 40 houses with landslides; nearly 890 hectares of crops were flooded; Many roads were affected causing traffic congestion.

This morning, the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue and districts, cities, communes, wards and towns inspected the scene, mobilized units and forces to support the evacuation of people and their property to safety; mobilized households in areas at high risk of landslides to evacuate to safe places; reviewed and monitored 24/7, promptly reported on natural disaster situations.
