The 2024 Capital City Law stipulates that officials, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose recurrent expenditures are fully covered by the state budget and are under Hanoi's management are entitled to additional income based on their competence and work efficiency. This law takes effect from January 1st.
To implement the provisions of the 2024 Capital City Law, the Hanoi People's Council issued Resolution No. 46/2024/NQ-HĐND stipulating the payment of additional income to officials, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose recurrent expenditures are fully covered by the state budget under Hanoi's management.

Accordingly, the funds for paying additional income will be sourced from the remaining salary reform budget of all levels of government.
The amount allocated to fund the payment of additional income in 2025 is 0.8 times the basic salary fund (including salary based on rank, grade, and position).
The method for allocating additional income according to Resolution 46 is as follows: 0.5 times the basic salary fund for monthly additional income and 0.3 times the remaining basic salary fund for year-end additional income.
Previously, the National Assembly voted to approve the Resolution on the State Budget Estimate for 2025. Accordingly, the National Assembly resolved that there will be no increase in public sector salaries, pensions, social insurance benefits, monthly allowances, or preferential allowances for meritorious individuals in 2025.
Therefore, the basic salary level of 2.34 million VND/month may remain at 2025, according to Government Decree 73/2024.
According to legal regulations, civil servants are classified into category A as those appointed to the senior specialist rank or equivalent; category B as those appointed to the principal specialist rank or equivalent.
Category C includes individuals appointed to specialist or equivalent positions; Category D includes individuals appointed to assistant or equivalent positions and staff positions; and other categories will be as stipulated by the Government.
Accordingly, civil servants with the highest coefficient are classified as Category A, while Category C civil servants have the lowest coefficient of 1.35. Thus, the civil servants with the highest additional income earn more than 9 million VND/month. In addition, the civil servants with the lowest additional income earn more than 1.5 million VND/month.
