Current allowance rates for commune and ward-level leaders.

The Ministry of Interior has provided information on the basis and principles for establishing the current position allowance for commune-level leaders after the reorganization of the administrative apparatus and the implementation of the two-tiered local government model.

According to Mr. MT's feedback, the current position allowance for the Head of the Sub-Department and equivalent positions within the Department remains at a coefficient of 0.7, while this position is only equivalent to a Department Head - with an allowance of 0.5.

Meanwhile, the Deputy Secretary and Chairman of the People's Committee at the commune level currently only receive a position allowance with a coefficient of 0.6. Mr. T. requested that the relevant authorities review the regulations on allowance levels for leadership positions.

In response to this issue, the Ministry of Interior stated that the leadership allowance for heads of sub-departments under the provincial departments is currently implemented according to Clause 8, Section I of the Table of leadership allowances issued with Government Decree 204/2004.

For Deputy Secretaries and Chairpersons of People's Committees at the commune level, the current position allowance is implemented according to Conclusion 206 of the Politburo .

The Ministry of Interior, in fulfilling its assigned tasks as outlined in Conclusion 206 and Decision 260 of the Prime Minister , and in order to promptly implement the allowance regime for officials, civil servants, and members of the armed forces following the reorganization of the two-tiered local government apparatus, has submitted to the Government for promulgation Decree 07/2026.

Accordingly, the allowance for leadership positions at the commune level is specifically regulated as follows: Commune chairmen in Hanoi and Ho Chi Minh City receive an allowance coefficient of 0.7; commune chairmen in other provinces and cities receive a coefficient of 0.6.

The Ministry of Interior stated that the purpose of regulating this allowance is to ensure that the allowance for newly reorganized commune-level leadership positions is lower than the allowance for previously reorganized district-level leadership positions, in accordance with the requirements of Conclusion 206 of the Politburo.

From May 31st, part-time commune-level officials will cease their activities in accordance with the Politburo's policy.
