According to a resolution of the Hoa Binh Provincial People's Council, tuition fees for public preschool and primary/secondary education institutions in the province for the 2024-2025 school year are divided into three zones. The lowest rate is 33,000 VND/student/month, and the highest is 59,000 VND/student/month.
Resolution No. 394/2024/NQ-HĐND dated June 28, 2024, of the People's Council of Hoa Binh province stipulates the tuition fees for public preschool and general education institutions from the 2024-2025 school year in Hoa Binh province.
Tuition fees apply to preschool children and primary and secondary school students attending public preschool and primary/secondary education institutions, as well as students attending Continuing Education Centers and Vocational Training Centers - Continuing Education programs in Hoa Binh province.

The tuition fees stipulated above will remain stable from the 2024-2025 academic year until the Prime Minister or the Minister of Education and Training issues a new document regulating the mechanism for collecting and managing tuition fees for educational institutions within the national education system.
