Fee and charge rates at inland waterway ports and terminals.

(Chinhphu.vn) - The Minister of Finance has issued Circular No. 39/2026/TT-BTC stipulating the rates, collection methods, and payment procedures for fees and charges applicable at inland waterway ports and wharves.

The Ministry of Finance stipulates the rates of fees and charges at inland waterway ports and wharves.

Circular No. 39/2026/TT-BTC stipulates the subjects liable to fees and charges, the organizations collecting fees and charges, the subjects exempt from fees and charges, the rates, and the collection and payment procedures for fees and charges applied at inland waterway ports and wharves (including specialized inland waterway ports and wharves), including: tonnage fees for ships and boats; inland waterway reporting fees; maritime safety fees collected from seagoing vessels; and fees for entering and leaving inland waterway ports and wharves.

According to the Circular, the fees and charges applicable at inland waterway ports and wharves are as follows:

Inland waterway reporting fees

a)

Seagoing vessels, seaplanes

Inland waterway vessels, foreign vessels: Non-motorized vessels with a gross tonnage of 10 tons or more; motorized vessels with a total main engine power of 10 horsepower or more; vessels with a carrying capacity of more than 12 people.

The circular clearly states that ships entering and leaving inland waterway ports and wharves are subject to fees and charges (including maritime safety fees) according to the Schedule of Maritime Fees and Charges issued by the Ministry of Finance.

In cases where a vessel enters or exits multiple inland waterway ports and terminals under the management of the same port authority during a single trip, it shall only be subject to the fees and charges as stipulated above once.

Vessels entering and leaving ports and inland waterways for purposes other than loading or unloading cargo or picking up/dropping off passengers will be subject to a tonnage fee equal to 70% of the tonnage fee stipulated above.

For vessels that do not have a full tonnage, the tonnage calculation for vessel tonnage fees is as follows:

Specialized vehicle: 1 horsepower is equivalent to 1 ton of total payload.

Passenger transport vehicle: 01 sleeper berth is equivalent to 06 passenger seats or equivalent to 06 tons of total payload; 01 seat or 01 passenger is equivalent to 01 ton of total payload; 01 ton of lifting capacity of the crane installed on the vehicle is equivalent to 09 tons of total payload.

For towed convoys: Calculated as the total gross tonnage of all towed vehicles.

For vessels entering or leaving inland waterway ports and wharves for repair, dismantling, or launching: The calculation is 50% of the maximum tonnage recorded in the certificate issued by the registration authority.

The converted payload is in tons: Fractions under 0.5 tons are not counted, and amounts from 0.5 tons and above are rounded up to 1 ton.

For vehicles transporting liquids: 1 m³ is equivalent to 1 ton of total payload.

For seaplanes: 1 horsepower (HP, CV) is equal to 0.5 GT; 1 GT equals 1.5 tons of total payload.

In cases where conversions using the methods specified in this clause yield different results, the conversion method with the largest total tonnage shall be used.

Subjects eligible for fee exemption

According to the Circular, fees and charges at inland waterway ports and wharves are waived in the following cases:

1. Vehicles belonging to the Ministry of National Defence and the Ministry of Public Security used for defence and security purposes (excluding vehicles used for economic activities); vehicles of customs agencies on duty; vehicles of inland waterway port authorities, maritime port authorities, and other state management agencies when performing official duties.

2. Means of sheltering from storms and providing emergency assistance.

3. Vehicles transporting goods with a total payload of less than 10 tons or carrying fewer than 13 passengers.

4. Vehicles for transporting people, goods, supplies, and equipment for flood and storm prevention, as well as vehicles for search and rescue operations.
