Acknowledging some difficulties
From the very beginning of the morning work shift, the Public Administrative Service Center (PVHCC) in My Thuong ward was already bustling with citizens coming to complete administrative procedures. In the first two days of operating the two-tiered government model, the ward received nearly 40 applications; primarily focusing on land-related matters. Throughout these initial days, the system operated smoothly, and the interconnected network for processing procedures remained stable.
In Thuan An ward, the number of people coming to complete administrative procedures in the first few days was significantly higher than before. On average, the ward received 50 applications for processing in the first two days.
Mr. Pham Ngach, from An Duong 3 village, Thuan An ward, shared: Compared to before, the distance to travel to complete administrative procedures is longer because he previously belonged to the old Phu Thuan commune; however, upon arriving at the new ward to complete the procedures, he was warmly and attentively welcomed and assisted by the officials. The process was quick, with no unexpected problems; despite the long distance, the procedures were resolved quickly and in just one visit, so Mr. Ngach is very satisfied.
According to Mr. Le Dinh Phong, Chairman of the Thuan An Ward People's Committee, to ensure the efficient operation of the system, the staff serving at the Public Service Center are carefully selected. These are formally trained, capable, and technologically knowledgeable staff; they are highly reputable and have been trusted and highly regarded by colleagues and the public for many years in performing their duties.
After more than two days of operation, the two-tiered local government apparatus has basically ensured smooth operation, efficiency, effectiveness, and efficiency. However, some initial difficulties have been pointed out by the localities.
In Thuan An ward, for example, after the merger of Phu Thuan and Phu Hai communes, the number of citizens coming to complete administrative procedures increased significantly. Meanwhile, the current Public Service Center, which utilizes the old ward's one-stop service center, is small, leading to overload at certain times and an inability to process applications quickly. Furthermore, the initial processing speed of procedures on the system is slow. This also contributes to some applications being processed slower than expected.
Returning to My Thuong ward, Mr. Doan Van Sy, Chairman of the People's Committee of the ward, informed that after more than two days of operation, the difficulty lies in the legal aspects of processing procedures for the people. Ward and commune levels have the authority to issue initial land use right certificates to people. However, when merging old wards and communes into a new ward, there are no specific regulations regarding the land area limits for granting certificates to people (previously, ward and commune levels had different regulations on land area limits). For these applications, the ward is still accepting them for the time being, but further guidance is needed before they can be processed.

Focus on overcoming difficulties.
After inspecting the operational situation of the two-tiered local government apparatus in My Thuong and Thuan An wards, City Party Secretary Le Truong Luu highly appreciated the synchronized and responsible involvement of the entire political system; the apparatus has initially operated smoothly, ensuring good service for the people and businesses.
According to City Party Secretary Le Truong Luu, the inspection revealed initial difficulties that need to be addressed. These include: the office building is based on repurposing facilities from former communes and wards, thus lacking adequate infrastructure. Further investments will be made to upgrade it; the machinery and equipment are assembled from former communes and wards, which somewhat affects the quality of work. The city will continue to invest in upgrading and ensuring seamless connectivity.
“First, difficulties and obstacles will be compiled. Issues within the city's jurisdiction will be addressed promptly. Issues under the central government's jurisdiction will be reported and solutions proposed. Currently, the city has established working groups to support localities. The Standing Committee of the City Party Committee has also established three working groups to directly supervise units and promptly address difficulties, with the goal of making the administrative system operate more efficiently and better serve the people, in accordance with the central government's directives,” City Party Secretary Le Truong Luu emphasized.
Earlier that morning, City Party Secretary Le Truong Luu inspected the progress of the Thuan An seaport overpass construction. The City Party Secretary acknowledged the diligent work and prompt construction, ensuring the project was completed on schedule. He also requested the investor and construction unit to accelerate the pace of work to ensure the bridge is open for technical traffic on time for National Day (September 2nd), in celebration of the 17th City Party Congress, term 2025-2030. The City Party Secretary also requested that the new administrative staff of Thuan An ward quickly adapt to the work, coordinate closely with the investor and contractor to expedite land clearance and other related tasks within their jurisdiction to ensure the project is put into use on schedule. |
