The Executive Committee of the Vietnam General Confederation of Labor has just issued the Program "Improving the Effectiveness of Collective Dialogue and Bargaining in the period 2023-2028" to create a breakthrough in collective dialogue and bargaining.
The program aims to improve the quantity and quality of dialogue, collective bargaining, and collective labor agreements; build, strengthen, and promote the role of trade union officials at all levels; and invest sufficient resources to carry out dialogue and collective bargaining. Through this, it contributes to creating sustainable jobs, improving wages, bonuses, working hours, rest periods, the quality of meals during work shifts, ensuring occupational safety and hygiene for union members and workers, promoting sustainable enterprise development, and building harmonious, stable, and progressive labor relations.
The Vietnam General Confederation of Labor sets a target that each year 100% of grassroots trade unions in state-owned enterprises and at least 85% of grassroots trade unions in non-state-owned enterprises and units will participate with employers in promulgating and implementing regulations on grassroots democracy; and coordinate with employers to organize employee conferences and workplace dialogues.
The goal is for 100% of provincial and city-level trade union federations under the Vietnam General Confederation of Labor to proactively propose to the Party committees and authorities at the same level to organize or coordinate dialogues, meetings, and consultations with union members, workers, and trade union officials...

By 2028, the Vietnam General Confederation of Labor (VGCL) aims for 100% of central and equivalent industry trade unions, and trade unions of corporations under the VGCL to proactively propose to Party committees, governments, and relevant departments at the same level to organize or coordinate dialogues, meetings, and consultations with union members, workers, and trade union officials at least twice; and for at least 83% of enterprises and units with eligible trade union organizations to have their collective labor agreements negotiated and signed by the trade union in accordance with the law.
Collective labor agreements must cover at least 85% of the total workforce in enterprises and units with trade union organizations throughout the system.
Each provincial/city-level trade union, central-level industry trade union, and trade union of a corporation directly under the Vietnam General Confederation of Labor with 80,000 or more members must sign at least one collective labor agreement involving multiple enterprises (group of enterprises)...
Some tasks and solutions proposed to achieve these goals include: improving the quality of advice in formulating Party policies, participating in the development and improvement of State policies and laws related to union members, workers, and trade union organizations; and raising awareness among union members, workers, trade union officials, and partners about the role and importance of dialogue and collective bargaining.
Effectively and thoroughly conduct dialogue, aiming to resolve issues of concern to many union members and workers, and core issues of the trade union organization.
