Close to the people, understand the people.
In mid-June, the atmosphere of digital transformation spread throughout the villages of Dong Trach commune. At the village cultural centers, police officers, youth union members, community digital technology teams, and local officials diligently guided residents in installing, activating, and integrating social security accounts and electronic health records on the VNeID application.
This activity is part of the month-long campaign to guide citizens in integrating their social security accounts and electronic health records into the VNeID application, launched by the Dong Trach Commune People's Committee from June 12-30, 2026. The program aims to improve the efficiency of using digital services for the people, contributing to cashless social security payments, facilitating medical examinations and treatment, using health insurance, and resolving administrative procedures.
According to statistics, by the beginning of June 2026, only over 41% of citizens in the commune had integrated their electronic health records, and over 21.8% had integrated their social security accounts on VNeID. To create a strong shift, Dong Trach commune chose an approach that is close to and connected with the people. After concentrated guidance sessions at village cultural centers, working groups continued to go directly to residential areas, providing direct support to each household.

The motto "going door-to-door, guiding every citizen" is implemented synchronously throughout the commune to ensure that all citizens have access to information and technical support when needed. This model is particularly effective for the elderly, vulnerable groups, or those who are not yet proficient in using smartphones. Instead of waiting for citizens to come to support points, the authorities proactively reach out to the people, guiding them through each step and answering any questions, so that the integration process is carried out quickly and smoothly.
According to the plan, community digital technology teams, Project 06 teams, the police force, youth unions, and related units will coordinate to simultaneously implement the program in 35 villages in the area. Each member is assigned specific tasks, with the common goal of bringing digital utilities to a large number of people in the shortest possible time.
Digital transformation is changing lives.
From early morning, 77-year-old Ms. Duong Thi Xuan from Hamlet 4 was present at the hamlet's cultural center to integrate her electronic health record into the VNeID application. There, she received direct guidance from youth union members and members of the community digital technology team on integrating and using the application. Ms. Xuan shared that she used to be quite hesitant to use applications on her smartphone because she thought the operations were complicated. However, after receiving guidance, she easily completed the integration process.
"The staff guided me very attentively, step by step, so I was able to do it right away. Now, when I go for a check-up, I just need to bring my phone; my health insurance information and health record book are all available on the app. I find it very convenient and time-saving," said Mrs. Xuan.
When asked about the benefits of the VNeID application, residents present at the village cultural center in Hamlet 4 all shared that, with the integration of the Electronic Health Book into VNeID, they can use electronic medical information instead of many traditional paper documents. Their entire medical history and health insurance information are updated and stored synchronously, reducing processing time at medical facilities and supporting more effective personal health monitoring and management.
Mr. Pham Van Cuoc, a resident of Hamlet 4, believes that using digital tools helps people access social welfare policies more easily than before. According to him, previously, each time they went through procedures or received benefits, they had to carry many documents. Now, with information integrated into the application, searching and completing procedures is much faster. Elderly people, with specific guidance, can easily use it.
Commitment to digitalization starting from the grassroots.
To achieve the set goals, the People's Committee of Dong Trach commune has identified this as a task for the entire political system. From the police force, the culture and social affairs sector, health, and education, to mass organizations and community digital technology groups, all have been assigned specific tasks in disseminating information, providing guidance, and supporting the people.
According to the plan, the commune police will take the lead in reviewing the list of eligible citizens who have not yet integrated their health insurance to provide appropriate guidance; the commune health station will assist people in integrating their electronic health records and health insurance cards; the commune public administrative service center will deploy personnel to support the one-stop service; schools will intensify propaganda efforts among parents and students; and mass organizations will encourage their members to actively participate.
In particular, the Youth Union of the commune has been identified as the core force in providing technological support to the elderly, vulnerable groups, and those who are not yet proficient in using smartphones. The pioneering spirit of the youth is contributing to narrowing the digital divide between population groups, bringing digital transformation closer to all citizens.
Based on initial results, Dong Trach commune is accelerating the implementation of digital transformation targets associated with Project 06, aiming for all citizens to benefit from the practical advantages of the digital environment. Specifically, 70% of eligible citizens will integrate their electronic health records, 50% of citizens aged 14 and above will integrate their social security accounts, and 100% of war veterans and 90% of social welfare beneficiaries will receive their allowances through bank accounts.
According to Mr. Duong Truong Chinh, Vice Chairman of the People's Committee of Dong Trach commune, the integration of social security accounts and electronic health records on the VNeID application is not simply about fulfilling an administrative target, but a political responsibility and a key task in the process of building a digital government, digital society, and digital citizens from the grassroots level. Each successfully integrated account will bring many practical benefits to the people, while helping them access subsidy schemes quickly, transparently, and safely.
"The biggest challenge right now doesn't lie in technology or infrastructure, but in a sense of responsibility, political determination, and organizational methods. If we are truly determined, closely involved with the grassroots, close to the people, and provide thorough and attentive guidance, I believe we can overcome any difficulty and achieve any goal," Mr. Chinh emphasized.
With concrete steps, a systematic approach, and the support of the people, Dong Trach is creating positive momentum in the digital transformation process at the grassroots level. When every citizen can access and use digital utilities conveniently, the goal of building a digital government and a digital society will gradually become a reality, contributing to improving the quality of life and serving the people even better.
