Boosting 'ideological immunity' to combat bad and harmful news.

The digital space is no longer a "secondary" area of ​​social life, but has become a place where people receive information, form perceptions, and make choices every day. A single message can reach millions of people in minutes, and a short video can influence community emotions. When the speed of dissemination far exceeds the ability to verify, maintaining social trust in cyberspace is a top priority. Therefore, ideological work must transform itself to be ahead, take control, and lead.

Experience shows that the scale and impact are growing. By the end of 2025, Vietnam's digital economy is expected to account for nearly 18% of GDP, with millions participating in online platforms. However, this is accompanied by an explosion of harmful and malicious information. In the period of 2025-2026 alone, the number of incidents involving harmful and malicious information on the internet is projected to increase by over 300%, with more than 70% directly targeting the Party's ideology. The losses from online fraud alone are expected to reach trillions of dong in 2025.

This isn't just a cybersecurity issue; it's a warning about ideological security!

Globally, "misinformation and information manipulation" are ranked among the top short-term risks. The development of AI generation and deepfakes, making the production of fake news faster, cheaper, and more sophisticated, has pushed the ideological struggle to a new level.

It's not just a debate of viewpoints, but a tool of geopolitical competition, a "war of perception"!

In this context, identifying the digital space as the primary ideological front is no longer an option but a necessity. Without a presence and leadership in this environment, ideological work will lose its role of "leading the way."

It must be stated clearly that, in recent years, ideological work has achieved many important results. The Party's ideological foundation has been maintained, social trust has been strengthened, the system of documents continues to be perfected, and forces fighting in cyberspace have been formed and developed. Some localities have operated thousands of information pages and communication channels, connecting a team of reporters, propagandists, and social opinion collaborators with AI systems to detect harmful and toxic information early. The press has also shifted strongly towards multi-platforms; the time to remove infringing content on cross-border platforms has been shortened to 24 hours. The legal framework has also been perfected with laws and decrees related to cybersecurity, data protection, and personal information protection.

However, these results are still insufficient to meet the demands of the digital age. The biggest bottleneck is the lack of a unified and interconnected digital ideological work ecosystem. Data remains scattered and unconnected; there is no common platform, and everyone works independently. Content delivery is one-sided, slow to innovate, and unappealing, while the digital audience prefers short, visual, multi-platform, and highly interactive content.

The capacity for understanding, analyzing, and predicting information is limited. In some cases, it takes hours, even days, for an official response, while negative information has already spread. A segment of officials and Party members lack digital skills, and society does not yet have sufficient "ideological immunity."

Therefore, the urgent requirement is for fundamental and comprehensive innovation, starting with innovation in methods. We must shift from one-way communication to building awareness, strengthening trust, guiding and motivating action. We must move from passive reaction to proactive prevention. Every major policy must be transformed into a synchronized "digital communication package" tailored to each target group. Processing speed must be shortened according to specific thresholds for guidance, feedback, and removal of infringing information. These are also the measures of our ability to master the digital space.

But the core issue remains people. Building "ideological immunity" for society must be a strategic and overarching goal, achieved through equipping individuals with the skills to identify fake news, and enhancing digital culture and ethics. When each citizen is able to distinguish right from wrong, truth from falsehood, then harmful information will be less likely to spread, and trust will be strengthened from within.

But it's also important to remember that, besides the human factor, tools play a crucial role. Ideological work in the digital age cannot achieve its highest effectiveness without data and technology. The formation of a digital ideological ecosystem is key. This ecosystem must include a repository of theoretical data, documents, and learning materials; social opinion data; a content management platform; analytical and early warning tools; and "Make in Vietnam" AI tools.

Therefore, in the coming period, we must fundamentally complete a unified ecosystem for the entire Party, establish a central-level information and ideological management center, and master several AI platforms/tools to serve ideological work. With data, ideological work will shift from subjective to scientific . With tools, information gathering and processing will be faster and more accurate. With an interconnected ecosystem, strength will no longer be dispersed but amplified.

The development of ideological work teams must also meet new requirements. We must form a core team of experts in digital political commentary and media, and cultivate a force of propaganda and mass mobilization cadres with enhanced digital capabilities. This is a force that is "both politically sound and technologically proficient," capable of operating effectively in cyberspace.

Looking further ahead, by 2045, the demand will be not just to adapt but to master the digital ideological space. By then, all subversive plots will be identified early and dealt with promptly; society will have strong "ideological immunity"; the mainstream information ecosystem will be strong enough to compete internationally; and digital culture and ethics will become the prevailing norms.

When the digital space becomes the primary ideological battleground, every piece of information and every action has a direct impact on social trust. Maintaining this position is not only about protecting the Party's ideological foundation but also about protecting social trust and safeguarding the country's future development in the digital age.
