Improve voter engagement.

The election of deputies to the 16th National Assembly and representatives to People's Councils at all levels for the 2026-2031 term will take place on Sunday, March 15th, and the election results will be announced no later than March 25th.

According to Le Quang Manh, Secretary General of the National Assembly , Head of the National Assembly Office, and Chief of the National Election Council Office, it can be confirmed that the basic conditions for election day have been prepared relatively fully and systematically.

From now until March 15th, Mr. Mạnh emphasized that this is a crucial period, requiring continued thorough review, avoiding complacency, and ensuring that each voter's ballot is cast in favorable, safe, and lawful conditions. This includes prioritizing the substantive nature of voter outreach sessions.

Implementing digital systems

Mr. Le Quang Manh also pointed out that this election has several noteworthy new aspects, not only in terms of organization but also in the operational context of the political system. This is the first time an election has been held under the conditions of implementing a two-tiered local government model after the reorganization of administrative units.

Furthermore, he pointed out that digital transformation has become a consistent method of governance. Connecting and cross-referencing voter lists with the National Population Database and applying platforms like VNeID helps improve accuracy and reduce duplication or errors in information.

However, he argued that technology is only a supporting tool, and the core issue remains human responsibility in reviewing, checking, and taking accountability for each stage and task. Therefore, along with the implementation of the digital system, training and professional guidance for grassroots officials are given special importance.

According to Mr. Manh, there are several key tasks for the entire political system, especially at the grassroots level, in the coming period. These include perfecting data management to the highest level and ensuring citizens' right to vote.

The voter list has been posted, but it must continue to be reviewed and updated to reflect population changes until the day of the election. The requirements are accuracy, completeness, ensuring no eligible people are left out, and preventing any discrepancies.

More diverse groups are attending voter outreach events.

Sharing further insights on the effectiveness of campaigning and engaging with voters by candidates, Mr. Nguyen Quang Huan, a member of the Presidium of the Central Committee of the Vietnam Fatherland Front, noted two issues.

For the candidates, each must develop a very specific and clear action plan, but it also needs to be concise, easy to understand, and accessible to people of all social classes, levels, and ages.

A candidate's action plan should not contain overly academic, vague content, clichés, or repetitive and similar statements among delegates.

Furthermore, it's not enough to simply list achievements and make empty promises that are not aligned with reality, the role, capabilities, expertise, and what voters actually need from their representatives in the new term.

Therefore, candidates must be clearly aware of this and, later on, should only commit to things that are feasible; avoid making promises beyond their authority or ability, and certainly avoid making empty promises or promises made to win over voters. The Vietnam Fatherland Front, together with voters, will monitor the action programs of the candidates if elected for the entire term.

For voter outreach and campaigning, candidates need to announce their events publicly and transparently so that people are aware and can attend. At the same time, it's important to ensure that these events are not limited to retirees and the elderly, but attract a wide range of people, especially young people, students, and workers, by choosing appropriate times and locations.

Furthermore, the combination of direct and online contact is currently being implemented very effectively, so it is necessary to continue promoting this to reach a wider range of voters with candidates' action programs. It is also important to increase the dissemination of candidates' action programs and information so that all citizens can follow them on various community groups.

Organize substantive meetings with voters.

According to Mr. Le Quang Manh, it is necessary to organize truly effective voter outreach meetings for election campaigns. According to regulations, each candidate for National Assembly representative must conduct a minimum of 12 voter outreach meetings.

In the context of administrative unit reorganization and a wider geographical area, there is a need for rational allocation to ensure that voters can truly hear, discuss, and monitor the action programs of the candidates.

The interaction should not be merely a formality. This is a crucial step in strengthening understanding, consensus, and accountability between candidates and voters.

In the context of the Party having issued a series of important resolutions in many areas, the National Assembly delegates in the next term need a stronger "spirit of action" than ever before.

The guiding principle is "legislation should lead the way, oversight should be thorough, budget decisions should be focused, and reforms should be made."

Our country is facing a paradox: great aspirations and strong social capacity, yet many institutions have become bottlenecks.

In the coming term, the National Assembly needs to consider institutional reform as a "foundation work": amending laws, creating laws, removing overlaps, streamlining procedures, reducing compliance costs... so that people and businesses can act, dare to act, and act quickly. Resolution 66 on reforming the work of lawmaking and enforcement must be concretized: laws must be clear, feasible, and stable; enforcement must be strict; and accountability must be transparent.

People don't need lengthy slogans; they need an easily understandable legal system and a trustworthy enforcement mechanism. Minimize framework laws and reduce the "give and take" system in regulations. Laws must pave the way for innovation, but they must also manage risks.

In development policies, science and technology, innovation, and digital transformation should be considered "engines of growth," not just secondary programs. With Resolution 59 on international integration in the new context, the people and businesses must be at the center, and integration must be considered a strategic driving force.

Furthermore, the private sector must be "freed from constraints of trust," and the state-owned sector must be "raised in efficiency standards." In the next term, delegates should pursue a very fair and transparent approach.

Specifically, the private sector must have equal access to capital, land, and opportunities; protection of property rights; and encouragement of innovation and growth through healthy competition. The state, on the other hand, should focus on key sectors; ensure transparency; employ modern governance; and be evaluated based on efficiency and the value it brings to society.

There should be no extreme favoritism towards anyone; priority should only be given to efficiency, creativity, and service to the public interest. Simultaneously, attention must be paid to developing education and training, and fostering culture in the new era...

I hope that the delegates in the new term will "travel more, listen more carefully, and speak through action." The people expect from their delegates not only eloquent speeches but also a sharp, practical legislative program; resolute and thorough oversight; budget decisions that prioritize the future; and a spirit of protecting the righteous, upholding what is right, and protecting innovation.
