
According to Decision No. 19/2026 of the Prime Minister, localities wishing to be recognized as achieving new rural standards must fully meet the National Criteria Set for the period 2026-2030. In addition to infrastructure and economic life, the level of satisfaction of the people continues to be a mandatory condition.
Notably, this period saw the emergence of the concept of "modern new rural areas." Communes wishing to achieve this title must meet higher-level criteria, focusing on integrated infrastructure, a high-quality living environment, the application of digital transformation, and improved service quality for the people.
The new regulations also tighten the process of recognizing, announcing, and revoking titles if localities fail to maintain the criteria after achieving the standards. The evaluation process is required to be transparent and rigorous, avoiding a focus on achieving targets at all costs.
According to assessments, the new regulations show that the orientation of building new rural areas is shifting from the goal of "meeting standards" to improving the actual quality of life in rural areas, aiming for more sustainable and modern development in the coming period.
