In order to increase the autonomy of public service units in the tourism sector as stipulated in Government Decree No. 60/2021/ND-CP dated June 21, 2021, at its 17th session, the Hanoi People's Council approved a Resolution on the List of public service activities using state budget funds in the tourism sector of Hanoi City under the authority of the Hanoi People's Council.
According to the Resolution, the list of public service activities using the State budget in the tourism sector of Hanoi City, under the authority of the Hanoi City People's Council, includes 7 categories. Of these, 6 public service activities using the State budget are proposed based on Decision No. 156/QD-TTg dated January 29, 2022, of the Prime Minister promulgating the list of public service activities using the State budget in the fields of culture, family, physical education, sports , and tourism, including: Promoting and advertising Hanoi tourism domestically and internationally; Developing the Hanoi tourism brand; Organizing and participating in tourism events; Protecting, preserving, and developing the value of Hanoi's tourism resources; Organizing information and support for tourists and developing community tourism in Hanoi; Organizing surveys, data collection, and investigation of Hanoi's tourism resources.
With the seventh service being the organization of market research on international and domestic tourists, based on the functions, tasks, and actual situation of the tourism market, which is always changing in different periods and times, especially for the international market. Market research on international and domestic tourists will help assess and identify key and potential tourist markets for Hanoi. From there, solutions can be proposed to attract tourists and develop tourism products that meet their needs, while also serving as a basis for calculating the contribution of the tourism industry to the capital's economic structure.
The issuance of the list of public service activities using state budget funds in the tourism sector of Hanoi City falls under the authority of the Hanoi City People's Council as stipulated in point d, clause 3, Article 4 of Government Decree No. 60/2021/ND-CP dated June 21, 2021. The issued list serves as the basis for developing economic and technical norms, unit prices, and service fees for public services in the tourism sector of the city; and as a basis for management agencies to select service providers through assignment, ordering, or bidding.
Regarding the necessity of issuing the resolution, according to the Ho Chi Minh City People's Committee, the socio-economic development strategy for the period 2021-2030 clearly states: "Complete the system of public service units towards streamlining, rational structure, self-reliance, advanced governance, effective and efficient operation; providing basic and essential public services of increasingly high quality. Promote the transfer of autonomy and self-responsibility to public service units."
To provide public services, it is necessary to develop a list of public services funded by the State budget that is consistent with the socio-economic development conditions of each period and the specific characteristics of each sector and field. This list of public services serves as the basis for calculating the autonomy of public service units and for gradually implementing the roadmap for their autonomy.
The list of public service activities using the State budget in the tourism sector of Hanoi City is built and promulgated based on current regulations within the authority of the Hanoi City People's Council, according to Government Decree No. 60/2021/ND-CP dated June 21, 2021, on the financial autonomy mechanism of public service units; Prime Minister's Decision No. 156/QD-TTg dated January 29, 2022, on the list of public service activities using the State budget in the fields of culture, family, physical education, sports, and tourism, which includes public service activities related to the tourism sector; and Circular No. 56/2022/TT-BTC dated September 16, 2022, of the Ministry of Finance guiding some contents on the financial autonomy mechanism of public service units.
Based on those legal grounds, and in order to increase the autonomy of public service units in the tourism sector as stipulated in Government Decree No. 60/2021/ND-CP dated June 21, 2021, reviewing and issuing a list of public service activities using state budget funds in the tourism sector in Hanoi is necessary. This ensures the essential nature and suitability of the functions and tasks of public service units, as well as the ability to develop economic and technical norms and unit prices for public services according to the pricing roadmap in Decree No. 60/2021/ND-CP.
