The Politburo has just issued Plan 03/2026 to implement the Resolution of the 2nd Conference of the Central Committee of the 14th Party Congress on continuing to strengthen the Party's leadership over the work of preventing and combating corruption, waste, and negative phenomena in the new period.
A key point in Plan 03 is to enhance the role, responsibility, pioneering spirit, exemplary conduct, and culture of integrity of Party committees, Party organizations, leaders, and cadres and Party members in preventing and combating corruption, waste, and negative practices.
Strictly punish leaders who are irresponsible, negligent in leadership, direction, and management, or who fail to inspect and supervise, leading to corruption, waste, and negative practices, or who cover up or obstruct the detection and handling of corruption, waste, and negative practices. At the same time, establish mechanisms to encourage and protect organizations, individuals, and leaders who proactively detect and promptly address corruption, waste, and negative practices within their organizations.
Over the past period, the fight against corruption, waste, and negative phenomena has always been a top priority for our Party, demonstrating our determination to combat "internal enemies"—a war without gunfire, but one that is extremely fierce and arduous.
Specifically, over the 20 years of implementing Resolution No. 3 of the 10th Central Committee, the fight against corruption, waste, and negative phenomena has achieved many very important and comprehensive results, making strong progress and major breakthroughs; contributing significantly to building a clean and strong Party and political system, maintaining political stability, promoting socio -economic development, and consolidating the people's trust in the Party, the State, and the regime.
Besides the achievements, the leadership capacity, fighting spirit, and exemplary conduct of some Party committees, Party organizations, cadres, Party members, and leaders are still limited. Some mechanisms, policies, and laws remain inadequate; some new Party guidelines and viewpoints have not been institutionalized in a timely and comprehensive manner; the control of power and preventive measures are sometimes not truly effective in some places...

Experience shows that in organizations where the leader is exemplary and honest, subordinates are less likely to engage in corruption, negative practices, or waste. Conversely, where the leader is not exemplary, is lax in management, or disregards responsibility, corruption and negative practices are more likely to arise.
Therefore, Plan 03 emphasizes that enhancing the role, responsibility, pioneering spirit, exemplary conduct, and the practice of integrity of Party committees, Party organizations, and leaders is an important step, contributing to shifting the focus from "combating" to "preventing," proactively identifying and warning of violations early and from afar, and promptly handling them, preventing small violations from accumulating into major offenses.
To enhance the role and responsibility of leaders in the fight against corruption, waste, and negative practices, more than ever, officials themselves must always uphold the spirit of pioneering, exemplary conduct, and integrity in handling all matters.
At the same time, it is necessary to be honest in declaring personal assets and income annually. In addition, regular inspections and monitoring are essential to promptly detect signs of corruption, waste, and negative behavior among subordinates within the agency or unit, in order to prevent them early and from occurring.
