Realizing that the fundamental problem in the fight against corruption and negativity is to prevent it from afar and early on, Quang Ninh province has proactively implemented preventive measures to prevent it from the beginning, not allowing corruption and negativity to arise.
To prevent corruption and negativity, Quang Ninh province attaches importance to the work of building and rectifying the Party and the political system to be clean, strong, and comprehensive in terms of politics, ideology, ethics, organization, and cadres; constantly improving the leadership, governing, and fighting capacity of the Party. In particular, the focus is on building a contingent of civil servants, especially leaders, managers, and heads with sufficient qualities, capacity, and prestige to serve the people and the sustainable development of the locality, associated with innovation, organization, and apparatus of the political system to be streamlined, effective, and efficient.
Party committees from the provincial to the grassroots levels have seriously and effectively implemented the resolutions of the Central and the province on personnel work, focusing on building a contingent of cadres at all levels, especially strategic levels, leaders and managers under the management of the Provincial Party Committee Standing Committee and district-level Party committees with sufficient qualities, capacity and prestige equal to the tasks; taking care of training and fostering work so that the contingent of cadres has sufficient knowledge and capacity for leadership and management, a new working style and high fighting spirit.
At the same time, the province continues to carry out the process of mobilizing and perfecting the positions of Party committees and key officials at all levels, and recruiting a number of leadership and management positions. From the beginning of 2023 to now, the province has mobilized and appointed 7 comrades; approved the appointment and reappointment of 5 comrades; approved the planning of 2 comrades; mobilized and introduced candidates for 4 comrades; supplemented the Party committee with 1 comrade; and approved the inspection committee with 6 comrades.
The province also resolutely directed to tighten discipline, rectify and overcome the situation where leaders and civil servants work half-heartedly, avoid, fear mistakes, avoid conflicts, cover up corruption and negativity. Recently, at a meeting with local Party secretaries, comrade Nguyen Xuan Ky, Provincial Party Secretary, Chairman of the Provincial People's Council, emphasized: Local Party committees and Party organizations strengthen the managementand education of Party members, focusing on educating the implementation of Directive 05 on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle in conjunction with the effective implementation of resolutions and conclusions of the 4th Central Conference (term XII, XIII); regulations on setting examples, preventing corruption and negativity; fighting bureaucracy, formalism, and achievement disease; Practice a scientific, collective, democratic, close-to-the-people, respectful, understanding, and for-the-people working style, closely following reality, humbly learning, matching words with actions, following through with work to the end, being decisive, and measuring results and effectiveness; resolutely prevent, repel, and strictly handle cadres and party members who have degraded political ideology, ethics, and lifestyle, and who show signs of self-evolution and self-transformation.
One of the tasks that the province also prioritizes to prevent corruption from afar and early on is to promote administrative reform, enhance competitiveness and improve the investment and business environment. In particular, focusing on strongly reforming administrative procedures with the motto of combining "doing from top to bottom", "doing from bottom to top", "doing simultaneously" to serve people and businesses better and better; striving to maintain the leading ranking in the PCI, PAPI, SIPAS, and Par-Index of the province.
Up to this point, the total number of administrative procedures of departments, branches and sectors implemented at the Provincial Public Administration Service Center is 1,419. The rate of processing work records in the whole province at all 3 levels is over 80%; 100% of administrative procedures are eligible for online public services in the whole province; over 76% of administrative procedure settlement records are received and processed online; over 66% of administrative procedure settlement records are digitized according to a 5-step process, digitizing from the reception stage to the stage of returning results to people and businesses. In early April, the province received good news when for the 6th consecutive year it led the country in the PCI index and spectacularly returned to the No. 1 position in the PAPI index.
Along with focusing on administrative reform, planning, land, natural resources and environment, digital transformation has been promoted. Up to now, Quang Ninh has completed the Provincial Planning for the period 2021-2030, with a vision to 2050, the General Planning of Ha Long City to 2040, which is an important basis for implementing construction planning, land use planning and attracting investment in key and dynamic projects and works. At the same time, approving the adjustment of the general planning of localities: Cam Pha, Dong Trieu, Ba Che and the task of adjusting the general planning for Hai Ha, Uong Bi, Tien Yen. Currently, the province is developing a plan to implement the Provincial Planning to submit to the Prime Minister for approval according to regulations; completing the Urban Development Program of Quang Ninh Province to 2030; continuing to complete the dossier to establish Dong Trieu City.
Internal affairs, anti-corruption, anti-negativity, and judicial reform have been comprehensively strengthened to proactively prevent and improve the effectiveness of detecting and strictly handling acts of corruption, waste, and negativity. The role and responsibility of the Provincial Steering Committee for Anti-Corruption and Anti-Negativeness have become increasingly evident. The direction and urging of handling corruption, economic, and negative cases and incidents according to Party regulations have been carried out seriously and systematically. The work of detecting, investigating, prosecuting, and trying corruption, economic, and negative cases through inspection, examination, and supervision has also been strengthened.
The coordination mechanism between agencies in detecting, transferring, receiving, handling denunciations, crime reports, and recommending prosecution of cases with signs of corruption, economic crimes, and negative acts is implemented regularly, proactively, and effectively. The number of corruption, economic crimes, and negative acts handled from the work of detecting, handling denunciations, crime reports, and recommending prosecution has increased compared to before. Thereby, clearly demonstrating the spirit of strictness and timeliness in accordance with the direction of the Central Steering Committee on preventing and combating corruption and negative acts.
