From July 1st, 2025, Quang Ninh officially operates a two-tiered local government model. In fact, before the restructuring of the two-tiered administrative system, Quang Ninh's tourism brands, such as Uong Bi City (associated with Yen Tu, a sacred Buddhist site), Dong Trieu City (a heritage site of the Tran Dynasty with its ancient tombs, temples, and pagodas), Binh Lieu District (a symphony of nature and culture with its majestic border roads), and Mong Cai City (a vibrant border destination and international trade gateway), had already transcended the boundaries of a single administrative unit. These landmarks have become deeply ingrained in the minds of domestic and international tourists, becoming indispensable destinations in their journeys to explore Quang Ninh in particular and Vietnam in general.

Streamlining the administrative apparatus to a two-tiered government model does not affect the core values of the destinations. On the contrary, it is an opportunity for the province to strengthen management and promote tourism development in a more professional, unified, and easily recognizable direction.
To ensure uninterrupted tourism operations, Quang Ninh's tourism industry proactively developed implementation plans immediately after the administrative reorganization. The industry placed particular emphasis on updating the map system and destination data, adjusting information on digital platforms to ensure consistency and convenience for tourists during their research and travel.

Mr. Nguyen Lam Nguyen, Deputy Director of the Quang Ninh Department of Culture, Sports and Tourism, said that the tourism industry has closely coordinated with localities and businesses to review and update information promptly. The operation of the two-tiered government model is an opportunity for the industry to strengthen digital transformation, develop smart tourism, and improve management and promotion efficiency.
The Department of Culture, Sports and Tourism has issued a directive to tourism service businesses in the area to proactively arrange sufficient personnel and products to serve tourists; strictly comply with regulations on security, order, and food safety; display prices and sell at the listed prices; absolutely not increase prices or overcharge tourists; and focus on ensuring the safety of tourists.
Businesses join forces to stimulate tourism demand.
To celebrate this important event for the province, the Quang Ninh Tourism Association held a meeting with tourism businesses to discuss solutions to stimulate tourism demand during the peak summer season and the last months of the year. Businesses actively responded, implementing promotional packages for accommodation, food, and sightseeing services on weekdays to attract tourists to Quang Ninh. In addition, tourist areas and key tourist destinations in the province have proactively added and organized more cultural, artistic, and sporting activities, and developed diverse and attractive tourism products to best serve tourists.
Quang Ninh's tourism businesses are joining forces to stimulate demand, diversify products, and improve the quality of services for tourists.

Ms. Nguyen Thu Huong, a tourist from Hanoi, said: "I have traveled to Quang Ninh many times and always remember Ha Long, Yen Tu, and Binh Lieu with their distinctive scenery and friendly people. The change in administrative place names does not affect my feelings or choices."
In reality, destinations like Ha Long, Uong Bi, Mong Cai, and Binh Lieu have become familiar tourism brands, trusted and chosen by a large number of domestic and international tourists. The operation of a two-tiered government model has streamlined the administrative apparatus, ensuring efficient operation and smooth management from the provincial level to the grassroots, thereby creating a solid foundation for maximizing the province's tourism potential. This transformation is also in line with modern development trends, promoting regional linkages, accelerating digital transformation, and building highly competitive tourism products and brands.

Tourism promotion activities during the summer of 2025, linked to celebrating the announcement of the reorganization of the two-tiered government structure, will significantly contribute to attracting tourists and boosting tourism recovery and growth. Quang Ninh's tourism industry aims to welcome 20 million visitors in 2025, with projected revenue of 55,000 billion VND.
